Bareilly: Principal Secretary, Rural Development and Rural Engineering Department, Uttar Pradesh Government, and district nodal officer Saurabh Babu chaired a comprehensive review meeting of development projects, welfare programmes, and revenue-related works at the Collectorate auditorium in Bareilly.
The meeting focused on assessing the progress of various government schemes, public welfare initiatives, and revenue administration. Officials were directed to ensure timely and quality disposal of pending cases, effective implementation of priority government programmes, and improved delivery of public services. Emphasis was also placed on transparency, accountability, and achievement of departmental targets within stipulated timelines.
During the review, officials informed the nodal officer that Bareilly has secured first place in Uttar Pradesh on the Chief Minister’s Dashboard, while ranking third in revenue and development works and first overall among all districts in the state.
Reviewing key parameters of the CM Dashboard, Saurabh Babu was informed that under the Pandit Deendayal Upadhyaya Solar Street Light Scheme, the district had successfully completed its target of installing 535 solar street lights based on proposals received from public representatives. Under the PM Surya Ghar Yojana, Bareilly has achieved 99.21 percent of its target. Chief Development Officer Devayani said the scheme has a phased target of 5,000 beneficiaries in the first year, 10,000 in the second year, and 30,000 in the current year.
The Social Welfare Department’s performance was also reviewed. The nodal officer directed officials to examine delays in scholarship forwarding by educational institutions that had deprived students of benefits in previous years and ensure such lapses are not repeated. Reviews were also conducted for widow pension, disability pension, and old-age pension schemes.
During the review of the power department, officials stated that transformer-related complaints received through the 1912 helpline are resolved within 24 hours in urban areas and within 72 hours in rural regions. Electricity bill correction and consumer grievance mechanisms were also examined.
In the agriculture sector, officials informed the meeting that subsidies for pesticides and bio-pesticides are directly transferred to farmers’ accounts through Direct Benefit Transfer (DBT). It was also noted that beneficiaries of the PM-Kisan scheme must now complete farmer registration to receive benefits. Under the PM Kusum Scheme, 1,126 applications have been received against a target of 1,220, with benefits being provided on a first-come, first-served basis.
The meeting reviewed the progress of the National Rural Livelihood Mission (NRLM), under which Bareilly has 14,900 self-help groups. Of these, 11,924 groups have received Revolving Fund (RF) and Community Investment Fund (CIF) support. Officials were instructed to ensure all remaining groups open bank accounts and receive benefits.

Housing schemes, including the Pradhan Mantri Awas Yojana and Chief Minister Housing Scheme, were reviewed, with directions issued to identify and benefit all eligible applicants. The nodal officer also expressed concern over slower progress under the MGNREGA programme during April and May and instructed officials to accelerate implementation.
A review of the Jal Jeevan Mission revealed that inspections of overhead tanks, household connections, and road restoration works are underway. Authorities are focusing on projects that are 80–90 percent complete to ensure their full completion at the earliest.
The district has exceeded its target under the Family ID (One Family-One Identity) Scheme, creating 178,000 Family IDs against a target of 173,107. In social forestry, officials reported that over 4.59 million saplings were planted last year, surpassing the target. The district has now received a target of 3.6 million plantations for the current year.
The review also covered education, healthcare, tourism, fisheries, youth entrepreneurship, mass marriage schemes, public works, cooperative dairy payments, and various revenue-related parameters, including PM SVANidhi, disaster relief management, anti-land mafia actions, revenue court cases, and farmer accident assistance.
The meeting was attended by District Magistrate Avinash Singh, Municipal Commissioner Sanjeev Kumar Maurya, Divisional Forest Officer Diksha Bhandari, Chief Medical Officer Dr. Vishram Singh, Bareilly Development Authority Secretary Vandana Srivastava, and other senior district officials.
The nodal officer directed all departments to maintain momentum in implementing priority schemes and ensure that public welfare remains at the center of governance efforts.
