Lucknow: Uttar Pradesh has intensified its drive towards becoming a $1 trillion economy, with the state government focusing on faster industrial growth, investment facilitation, skilling, and employment generation. Industrial Development Minister Nand Gopal Gupta ‘Nandi’ chaired a high-level review meeting at Invest UP headquarters on Friday to assess the progress of investment proposals, manufacturing, land management, and industrial projects.
The minister directed officials to remove bottlenecks delaying industrial projects and ensure timely implementation of investment commitments. He also stressed the need to strengthen the state’s textile, footwear, and other labour-intensive industries to create more employment opportunities within Uttar Pradesh and reduce the migration of skilled workers to other states.
Nandi called for quarterly review meetings to closely monitor investment projects and ensure time-bound resolution of implementation issues. He instructed officials to simplify and accelerate industrial land allotment procedures, expedite the reallocation of cancelled industrial plots, expand the industrial land bank, and fast-track the implementation of the Single Window System Act and development works under the Bundelkhand Industrial Development Authority (BIDA).
Highlighting the importance of skill development, the minister said Uttar Pradesh should strengthen skilling programmes while promoting sectors such as textiles, footwear, and auto-electrical manufacturing. He also emphasised improving the availability of coal-based raw materials and further enhancing the state’s ease of doing business ecosystem to attract more investors.
Officials informed the meeting that investment proposals worth ₹6 lakh crore have already been prepared for the upcoming Ground Breaking Ceremony (GBC), with the pipeline expected to grow to ₹8 lakh crore over the next two to three months. The government has also set a target of advancing 50 new projects worth over ₹500 crore each and 500 projects exceeding ₹100 crore each during the next three months.
The review also covered key performance indicators related to manufacturing, land acquisition, exports, and investment facilitation. During the financial year 2025-26, 4,860 new industrial units were registered under the Factories Act, generating employment for more than 300,000 people, marking a 33 percent increase over the previous year.
Industrial development authorities acquired 15,610 acres of land during the period, reflecting an annual growth rate of 133 percent over the past three years. Of this, 2,671 acres have already been allotted for industrial use. Uttar Pradesh’s exports also reached ₹2.01 lakh crore, underscoring the state’s expanding industrial and export base.

The One Trillion Dollar Economy Cell and Invest UP jointly presented updates on investment proposals, Memoranda of Understanding (MoUs), and projects shortlisted for the upcoming Ground Breaking Ceremony.
Addressing the meeting, Additional Chief Secretary Alok Kumar emphasised regular quarterly reviews of investment projects and urged officials to prioritise proposals exceeding ₹500 crore. He also called for strengthening Global Capability Centres (GCCs) and the financial services sector to create high-quality, well-paying jobs for young professionals. Kumar noted that Uttar Pradesh’s industrial growth rate is already higher than the national average and must be accelerated further to achieve the state’s ambitious economic target.
Invest UP’s Chief Executive Officer highlighted recent reforms aimed at improving the ease of doing business, including the launch of Nivesh Mitra 3.0 and greater participation of private agencies in environmental clearances and building approval processes. These measures are expected to simplify administrative procedures, reduce approval timelines, and accelerate project execution.
The CEO also announced plans to organise sector-specific investment summits focusing on textiles, leather, and Global Capability Centres, with the objective of attracting fresh investments and reinforcing Uttar Pradesh’s position as one of India’s leading investment destinations.
Minister of State for Industrial Development Jaswant Singh Saini and other senior government officials also attended the review meeting.
