New Delhi: The Indian Navy will host a Naval Civilian Function on April 23, 2026, at the Manekshaw Centre, aimed at recognising the vital contributions of civilian personnel in strengthening the Navy’s operational preparedness and administrative efficiency.
The event will be graced by Minister of State for Defence Sanjay Seth as the Chief Guest. The event will highlight key initiatives undertaken by Naval Headquarters, Command Headquarters, and various units to enhance governance, promote digital transformation, and improve welfare measures for civilian staff.
Over the past year, the Navy has introduced several reforms in human resource management, including streamlined promotion policies, clearer administrative guidelines, and improved transfer mechanisms. Initiatives such as the ‘Abhar Ceremony’ to honour retiring personnel, along with timely implementation of career progression schemes like MACP (Modified Assured Career Progression) and NFU (Non-Functional Upgradation), have further strengthened workforce morale.
Efforts have also been made to modernise recruitment rules, conduct skill development programmes, and expand welfare initiatives. These include collaborations with leading educational institutions, partnerships with the State Bank of India for Central Government Salary Package (CGSP) accounts, and insurance coverage through Bajaj Allianz. Workshops focusing on mental health and overall well-being have also been organised.

In line with its push for digital transformation, the Navy has implemented advanced systems such as the Naval Civilian Management Integrated System (NCMIS) Version 2.0, known as SAKSHAM, and introduced customised training modules ‘NavKalp’ on the iGOT Karmayogi Bharat platform. Facilities like the Defence Travel System (DTS) and DigiLocker have also been extended to civilian personnel.
During the event, selected Naval Civilians will be honoured for their outstanding service and contributions across various domains. The event will also witness the formal launch of NCMIS Version 2.0 (SAKSHAM), NavKalp training modules, and the biannual magazine Udantika by the Chief Guest.
The function underscores the Indian Navy’s commitment to recognising its civilian workforce as a crucial pillar in achieving organisational excellence and operational readiness.
