Bareilly: District Magistrate Avinash Singh chaired a meeting of the District Health Committee and reviewed preparations for the upcoming Special Communicable Disease Control Campaign at the Collectorate auditorium on Monday. The meeting focused on strengthening healthcare services, improving public health indicators, and ensuring effective implementation of disease prevention measures across the district.
During the review, the District Magistrate directed all Sub-Divisional Magistrates, Circle Officers, and health department teams to conduct a 15-day inspection drive to verify compliance with rules and standards in hospitals. He emphasized strict monitoring of healthcare facilities to ensure quality medical services for the public.
The meeting reviewed several key health indicators, including immunization coverage, institutional deliveries, payments to ASHA workers, maternal mortality, Home-Based Newborn Care (HBNC), newborn visits, and ABHA ID generation. The District Magistrate instructed officials to focus on timely data entry on the e-Kavach portal following vaccinations. He noted that progress in ABHA ID creation was comparatively low in the Majhgawan and Shergarh blocks and directed officials to improve performance.
A review of the Ayushman Bharat scheme revealed that, for the first time, the district has been assigned a target of issuing 42,000 Ayushman cards to residents aged 70 years and above. Officials were instructed to ensure timely achievement of the target.
The District Magistrate also reviewed the National Vector Borne Disease Control Programme, the 100-Day Tuberculosis Elimination Campaign, and the Leprosy Eradication Programme. He directed officials to distribute nutrition kits through government officers and ensure effective implementation of all health initiatives.
Officials informed the meeting that the district had been assigned a target of 80,567 beneficiaries under the National Programme for Control of Blindness. Around 60 percent of the planned distribution of spectacles in schools has already been completed. The meeting was also informed that surgeries for children suffering from congenital heart defects had been successfully conducted under the Rashtriya Bal Swasthya Karyakram (RBSK).
Three Urban Primary Health Centres—CB Ganj, Madhinath, and Subhash Nagar—have received Progressing Reports for National Quality Assurance Standards (NQAS) certification. Appreciating the achievement, the District Magistrate directed all Community Health Centres and the certified PHCs to submit proposals for infrastructure works costing up to ₹5 lakh that cannot be undertaken through regular health department funds. Officials from CB Ganj PHC requested support for road and shed construction.

The meeting also finalized preparations for the Special Communicable Disease Control Campaign, which will be conducted from July 1 to July 31, 2026, while the Dastak Campaign will run from July 11 to July 31, 2026. Officials described the July campaign as the most critical of the year due to the increased risk of mosquito-borne diseases during the monsoon season.
Health authorities informed the meeting that ASHA workers visiting households during the Dastak Campaign will carry ORS packets and zinc tablets to provide immediate assistance to people suffering from diarrhoea.
The campaign will focus on sanitation drives, removal of waterlogging, drain cleaning, anti-larval spraying, clearing water hyacinth from ponds, introducing Gambusia fish for mosquito control, and identifying unsafe shallow hand pumps with red markings. Public awareness initiatives will encourage residents to wear full-sleeved clothing and adopt preventive health measures.
Officials will also educate the public on rabies prevention, advising that animal bite wounds should be washed with running water and soap for at least 15 minutes before applying antibiotic cream and seeking immediate anti-rabies vaccination at the nearest health facility.
The meeting was attended by Chief Medical Officer Dr. Vishram Singh, Medical Officers-in-Charge, doctors, and other district-level officials.
