Lucknow | A strong call for grassroots transformation was made to newly appointed State Mission Managers under the Uttar Pradesh State Rural Livelihood Mission, emphasizing that their role is not limited to administration but extends to bringing visible change in rural communities across the state.
The message was delivered during a seven-day residential orientation training programme being held from June 8 to June 14, 2026, at the Deendayal Upadhyay State Rural Development Institute, Bakshi Ka Talab, Lucknow. The programme is being conducted under the guidance of Deputy Chief Minister Keshav Prasad Maurya and under the direction of Mission Director, UP State Rural Livelihood Mission, Deepa Ranjan.
“Bring Change on the Ground, Not Just on Paper”
Addressing the newly selected participants, Joint Mission Director Shri Praveenanand, who came from the State Headquarters, extended his congratulations and urged them to take up their responsibilities with dedication and field-level commitment.
He said that the managers are not merely administrative officers but “carriers of the dreams of millions of rural women in Uttar Pradesh.” He emphasized that they must work closely with self-help groups, understand their challenges, and treat their problems as their own.
Calling for measurable outcomes, he stressed that the mission’s goal is to transform every household into a “Lakhpati Didi” model. He further stated that “what is written in reports must reflect real change on the ground” and urged them to focus on teamwork and tangible results rather than paperwork.
Focus on Field Implementation and Accountability
Shri Praveenanand described fieldwork as the true workplace and outcomes as the only valid report card. He instructed the managers to ensure that government schemes do not remain confined to files but translate into meaningful improvements in the lives of women associated with self-help groups.

He also called upon them to adopt a model approach in their respective areas under the “Lakhpati Didi Campaign,” ensuring economic empowerment and sustainable livelihood opportunities for rural families.
Training on Mission Strategy and Financial Management
During the training programme, participants were provided detailed insights into the functioning of the Livelihood Mission, its objectives, implementation strategies, financial management systems, and the strengthening of community-based organizations.
Experts also conducted sessions on capacity building and effective execution of rural development initiatives.
Dignitaries and Participation
The programme was attended by Assistant Director Dr. Satyendra Gupta, Dr. Nandkishore Shah from the State Headquarters, National Resource Person Dr. Anupam Pandey, Training Faculty Dr. Vinita Rawat, Mission Manager Alok Singh, and Ajay Kushwaha.
A total of 32 newly selected state-level mission managers participated in the orientation programme.
Objective of the Initiative
Officials stated that the programme aims to build a strong cadre of field-oriented professionals who can ensure effective implementation of livelihood schemes, strengthen self-help groups, and accelerate rural prosperity across Uttar Pradesh through measurable, on-ground results.
