Lucknow | In a significant step to strengthen India–Bhutan cultural and spiritual ties, the Government of Uttar Pradesh has decided to allocate 2 acres of land in Varanasi to the Royal Government of Bhutan for the construction of a Buddhist temple and guest house.
A lease deed agreement in this regard was formally signed today in the presence of Tourism Minister Jaiveer Singh and Additional Chief Secretary, Tourism, Amrit Abhijat, between the Tourism Department of Uttar Pradesh and representatives of the Royal Government of Bhutan.
The land, located at Ajaypur in Pargana Kolasla, Tehsil Pindra, Varanasi, has been identified as a prime site for the project. Officials confirmed that all necessary procedures related to land transfer have been completed. The lease agreement has been signed for a period of 30 years at a symbolic annual rent of ₹1.

On behalf of the Royal Government of Bhutan, the agreement was signed by Tashi Peldon, Deputy Head of Mission, Royal Bhutan Embassy, New Delhi. Witnessing the signing were Sangay Thinley, Chimi Wangmo, Minister Counsellor (Finance), and Ugyen Namgyel, Joint Secretary, Indo-Bhutan Monastic Affairs, Central Monastic Body of Bhutan.
From the Uttar Pradesh Tourism Department, Special Secretary Shri Mridul Chaudhary signed the agreement on behalf of the state government, along with other officials as witnesses. The exchange of documents marked the formal completion of the lease agreement.
Boost to Buddhist Tourism and Cultural Relations
Tourism Minister Jaiveer Singh welcomed the Bhutanese delegation and extended his congratulations, stating that the agreement reflects the deep historical and friendly relations between India and Bhutan. He said both nations share strong cultural and spiritual ties as close neighbours.
He highlighted that Varanasi, especially Sarnath, is already a globally recognized centre of Buddhist heritage. The construction of a Buddhist temple and guest house is expected to significantly increase the influx of Buddhist pilgrims from India and abroad.

The Minister further stated that the state government is actively developing infrastructure across major Buddhist circuit destinations, including Sarnath, Sarniska, and Kushinagar, with Kushinagar International Airport serving as a key connectivity hub.
Strengthening Uttar Pradesh’s Tourism Potential
Singh said that Uttar Pradesh is rapidly emerging as a leading destination in religious, cultural, historical, and eco-tourism due to its rich heritage and natural resources. He noted that Sarnath in Varanasi is an important spiritual and philosophical centre, further strengthened by the presence of a dedicated museum.
He added that the land allocation to Bhutan would further deepen international relations, boost tourism, and create local employment opportunities.
The Minister also directed officials to review all Memorandums of Understanding executed since 2017 and accelerate the “Visit My State” campaign on a mission mode.

Tashi Peldon, representing the Royal Government of Bhutan, expressed gratitude to the Government of Uttar Pradesh and the Tourism Department. She said the agreement would play a significant role in strengthening bilateral relations between India and Bhutan.
