Lucknow: Chief Minister Yogi Adityanath reviewed the procurement made by Uttar Pradesh on the GeM portal during the financial year 2025-26, as well as the GeM Procurement Policy issued on November 26, 2024. The Chief Minister stated that the Government of India has appreciated Uttar Pradesh’s GeM procurement policy.
He was informed that the central government has declared it a model policy and has advised other states to adopt a similar framework. This policy has significantly improved integrity, transparency, and inclusiveness in government procurement, resulting in continuous economic and social benefits for the state.
The Chief Minister expressed satisfaction that Uttar Pradesh ranks first in procurement on the GeM portal.
In the financial year 2025-26, purchases worth ₹22,337 crore were made through the GeM portal, reflecting the government’s commitment to transparent policies.
The contribution of micro and small enterprises in procurement has increased from 43% to 55%, with 82% of this growth attributed to Uttar Pradesh-based MSMEs.
He was further informed that the reverse auction method on the GeM portal has led to savings of more than ₹9,700 crore.
Additionally, there has been a 44% increase in business for women entrepreneurs, 48% for SC/ST entrepreneurs, and 50% for startups.

Due to this transparent process, complaints related to government procurement have reduced by over 80%, making the process faster and more efficient.
As a result of the improved GeM procurement system, buyers from Uttar Pradesh secured total business worth ₹42,648 crore.
Out of this, ₹15,617 crore came from within the state, while more than ₹27,000 crore was received from the central government and other states. This reflects the competitive strength of the state’s vendors.
The Chief Minister was also briefed on procurement carried out by the top 10 departments of Uttar Pradesh on the GeM portal.
He directed that other departments should also ensure effective and mandatory procurement through the GeM portal.
He further instructed integration of the GeM portal with the state treasury and the formation of a position-based permanent procurement committee in line with the central system, to ensure a more systematic, accountable, transparent, and swift procurement process.
