Sahara City May Emerge as Uttar Pradesh’s New Legislative Power Centre; Grand Vidhan Sabha Plan to Be Presented Before CM Soon

Lucknow: A major transformation is on the horizon for the urban landscape of Lucknow. The state government is preparing to give the green signal for the construction of a new Uttar Pradesh Vidhan Sabha building on the vast land parcel of Sahara City in Gomtinagar. A detailed presentation of the project is currently being finalised and will soon be placed before Chief Minister Yogi Adityanath. Following Cabinet approval, the project is expected to receive budgetary allocation in the upcoming fiscal plan.

245 Acres of Reclaimed Land Ready for Development

Recently, the Lucknow Municipal Corporation cancelled the lease of approximately 170 acres of Sahara City land after the lease period ended. Additionally, the Lucknow Development Authority (LDA) terminated the lease for about 75 acres of adjoining land. Together, nearly 245 acres have now come fully under state government control.

Once envisioned as a major township by the Sahara Group, the project remained incomplete for years and was entangled in disputes. After the cancellation of leases, the government has declared the land open for public-purpose redevelopment. Sources reveal that the site meets all requirements long sought for a new Vidhan Sabha complex, making it an ideal choice.

Prime Location in Gomtinagar Boosts Project Appeal

Gomtinagar is already one of the most developed and well-connected regions of Lucknow. The area is strategically located close to the Secretariat, High Court, and major highways. Plans include an elevated road connecting the new assembly complex directly to the Chief Minister’s residence. Metro connectivity will further strengthen accessibility. The new legislative building is expected to transform the region into the capital’s next major administrative hub.

Three Departments Submit Comprehensive Reports

A joint team from the Housing Department, LDA, and Revenue Department has prepared an extensive report on the land’s ownership, acquisition potential, and construction feasibility. Based on this report, the project’s master plan will be presented to the Chief Minister next week.

The plan includes the proposed design of the main building, assembly hall, committee rooms, ministerial offices, media centre, digital gallery, and features aligning with green-building standards.

A Futuristic, Green, and Digitally-Enabled Vidhan Sabha

The new legislative complex is envisioned as a state-of-the-art facility aligned with the vision of Viksit Uttar Pradesh @2047. Proposed features include:

  • Smart lighting and energy-efficient architecture

  • Solar energy systems

  • Virtual voting halls

  • E-documentation and fully digital proceedings

  • Dedicated public engagement and media zones

Officials have also suggested allocating nearly 30 acres for a multi-activity stadium, turning the precinct into a vibrant civic centre.

Other Locations Considered Earlier

Before finalising Sahara City, the government explored several alternatives:

  • Kukrail Zoo Land: Initially proposed for the assembly after shifting the zoo and developing Asia’s largest night safari, but forest regulations posed obstacles.

  • Awadh Shilpgram Area: Considered but rejected due to limited space and heavy traffic load.

  • Sector-7, Gomtinagar Extension near Kathauta Lake: Also evaluated but found unsuitable for large-scale development.

With Sahara City emerging as the front-runner, Lucknow may soon witness the rise of a grand new legislative power centre—one that could redefine the capital’s administrative and architectural identity for decades to come.
