Greater Noida/Lucknow: The ambitious International Film City project, a dream initiative of Uttar Pradesh Chief Minister Yogi Adityanath, has taken a major leap forward. Renowned film producer Boney Kapoor, through his company Bayview Projects LLP, on Tuesday submitted the detailed layout plan of the Film City to the Yamuna Expressway Industrial Development Authority (YEIDA).
With this, the path for the formal commencement of construction is now clear. YEIDA officials confirmed they will review the submitted layout plan, after which necessary approvals will be granted to initiate the development.
Phase-1 Construction to Begin Soon
The film city is being developed in Sector 21 along the Yamuna Expressway, spanning a total area of 1,000 acres. In the first phase, construction will begin on 230 acres, with an estimated investment of ₹1,510 crore. This phase will feature:

An additional 75 acres within Phase-1 will be reserved for retail, office spaces, and an entertainment complex, though this commercial hub will be developed only after the completion of film-related infrastructure.
YEIDA to Review and Approve Layout
YEIDA OSD Shailendra Bhatia confirmed that the layout plan was submitted in the presence of various officials by Boney Kapoor, who holds the development rights to the project. Following due review, formal construction will be greenlit. YEIDA CEO Arun Vir Singh emphasized that all work must strictly adhere to the terms of the agreement, and no deviation will be accepted without prior approvals. Separate NOCs will be required for areas such as parking, landscaping, and horticulture.
Bayview Projects LLP had earlier emerged as the highest bidder with a proposal offering 18% gross revenue share, following which a Letter of Award was issued last year. The concession agreement between YEIDA and the concessionaire was signed on June 27, 2024, and the Right of Way was formally transferred on February 27, 2025. The project’s master plan received final approval on January 30, 2025.
To Be Completed in 3 Phases Over 8 Years
The entire project will unfold over three phases within eight years. After the initial 230 acres, the remaining 770 acres will be developed in Phase-2 and Phase-3.
Speaking about the vision, Rajeev Arora, GM of Bayview Projects LLP, said, “As soon as we get the final nod, construction will begin immediately. We are committed to building a film city that realizes the dreams of CM Yogi Adityanath.”
