Balrampur: Chief Minister Yogi Adityanath on Friday inaugurated and laid the foundation stone for 126 development projects worth ₹392.25 crore in the Tulsipur region of Balrampur district, asserting that Uttar Pradesh has moved from an era of mafia dominance to one of development, security, and good governance.
Addressing a large public gathering at Madhyanagar Biloha, the Chief Minister said that progress is possible only when people elect honest and capable representatives. “If you choose mafia elements, they will exploit the poor. We have dismantled the mafia network and are using their land to build homes for the underprivileged,” he remarked. He added that the double-engine government is working at double speed to improve the lives of farmers, traders, women, and youth.
Highlighting the transformation of the state over the last nine years, Yogi said Uttar Pradesh is now riot-free, with all 75 districts, 350 tehsils, and over 57,000 gram panchayats witnessing peace and development. Recalling earlier years, he said communal disturbances during festivals were common in the region, but today law and order has significantly improved.
The Chief Minister credited the government’s welfare initiatives for improving the lives of the poor. He noted that free ration, Ayushman health cards, income and residence certificates, and other public services are now reaching beneficiaries without discrimination. He also emphasized that the state’s improved security environment has attracted substantial investment and employment opportunities.
Speaking on Balrampur’s development journey, Yogi highlighted major achievements including improved road and power infrastructure, implementation of the Saryu National Project, establishment of the Atal Bihari Vajpayee Medical College, the Maa Pateshwari University, and the Tharu Museum. He said the government had also ensured housing rights and civic benefits for residents of Vantangiya villages and improved educational opportunities for tribal communities.
On the occasion of World Environment Day, the Chief Minister called for greater environmental awareness, stressing that water conservation and forest protection are essential for sustainable development. “If we damage our natural resources, humanity will have to bear the consequences,” he said.

He also praised Balrampur’s performance in education, noting that the district recorded the highest student enrolment in the state this year according to Basic Education Department data. He described the border district as a rising model of development that has overcome its earlier classification as an aspirational and backward district.
During the programme, beneficiaries of various government schemes, including the Chief Minister Rural Housing Scheme, were honoured. Students of Kasturba Gandhi Residential Girls’ Schools were also felicitated for outstanding academic performance.
The development package unveiled by the Chief Minister includes 89 completed projects worth ₹301.50 crore and the foundation stone for 37 new projects worth ₹90.75 crore, taking the total investment to ₹392.25 crore across 126 projects. The projects are expected to strengthen infrastructure, public services, education, healthcare, and rural development across Balrampur district.
