Lucknow: The Uttar Pradesh government has taken a major step toward accelerating industrial growth by proposing the development of 10 new industrial areas under the Plug-and-Play policy framework. The proposed industrial zones will be developed with support from the Central Government as part of a nationwide initiative aimed at strengthening manufacturing, investment, and ease of doing business.
The proposal was discussed during a meeting held at PICUP Bhawan, where officials outlined plans to position Uttar Pradesh as a key beneficiary of the Centre’s ambitious programme to develop 100 new industrial areas across the country. While the specific locations of the proposed industrial zones in Uttar Pradesh have yet to be finalized, the state government has already submitted its recommendations to the Centre.
Centre Plans 100 New Industrial Areas Nationwide
Speaking at the meeting, Jai Prakash Shivhare, Joint Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT), said the Central Government is working on a comprehensive plan to develop 100 industrial areas across India. The initiative is intended to create a more business-friendly environment and improve industrial infrastructure.
States have been asked to submit proposals by July. Under the programme, 25 industrial areas will be developed each in the first and second phases. Uttar Pradesh has actively joined the initiative and submitted its proposals for consideration.
Push for Greater Ease of Doing Business
Dr. Shivhare also highlighted efforts to further simplify the regulatory environment for industries. He said preparations are underway for the introduction of the Jan Vishwas (Amendment of Provisions) Bill 3.0, aimed at reducing compliance burdens on businesses.
He noted that under Jan Vishwas 2.0, provisions related to direct imprisonment in 717 categories of industrial offences had already been removed, providing significant relief to entrepreneurs and industrial units.
According to him, India’s exports have registered steady growth over the past 12 years, contributing positively to industrial expansion and economic development.
Uttar Pradesh Climbs in Export Rankings
Vijay Kiran Anand, Chief Executive Officer of Invest UP, said the state’s export performance has strengthened considerably in recent years. Uttar Pradesh has improved its position from 11th to 9th place among Indian states in terms of exports, reflecting growing industrial competitiveness and improved market access.
Representatives from export associations and industry bodies also participated in the meeting and shared suggestions regarding potential amendments to the Jan Vishwas legislation. Their feedback was sought to address business concerns and further streamline industrial regulations.

Focus on Development Around Noida International Airport
The meeting also reviewed infrastructure development around Noida International Airport. Yamuna Expressway Industrial Development Authority CEO R.K. Singh said that sectors surrounding the upcoming airport are being developed on a priority basis.
Road networks, water supply systems, sewer infrastructure, and other essential facilities are expected to be completed before the airport becomes operational. Officials believe the airport will act as a catalyst for aviation-linked industries, logistics hubs, warehousing, and commercial activity, making the region attractive for both domestic and international investors.
Service Master Plan for 46 New Sectors
To support long-term urban and industrial expansion, a comprehensive service master plan is being prepared for 46 new sectors in Yamuna City. The plan will include detailed provisions for water supply, sewerage networks, drainage systems, and other urban infrastructure. Applications have already been invited for preparing the master plan.
Affordable Housing Planned for EWS Families
The meeting also discussed housing initiatives for economically weaker sections (EWS). The Greater Noida Industrial Development Authority is working on a new affordable housing project for low-income families.
Land has been identified near Bironda and Patwari villages for the construction of multi-storey residential complexes. The proposed flats, measuring around 30 square metres, will be equipped with elevators and essential civic amenities to improve living conditions for economically weaker households.
Thousands of Worker Families Expected to Benefit
Ravi Kumar NG said providing quality and affordable housing for workers and low-income residents remains a priority for the authority. Once the land acquisition and planning processes are completed, the project will be finalized and implemented.
Officials estimate that the housing initiative will benefit thousands of labourers and economically weaker families by providing safe, affordable, and well-equipped homes while supporting the region’s broader industrial growth strategy.
The proposed industrial expansion, combined with infrastructure development, export promotion, and affordable housing initiatives, reflects Uttar Pradesh’s broader vision of transforming itself into one of India’s leading industrial and investment destinations.
