Expanding expressway coverage is necessary for better connectivity: Chief Minister

Lucknow: Chief Minister sought proposal for four new link expressways, said prepare a detailed action plan after studying. Purvanchal Expressway will be connected to Agra-Lucknow Expressway, Ganga Expressway will be connected to Farrukhabad and Jewar Airport through two link expressways, construction of Chitrakoot Link Expressway will be expedited. Chief Minister’s instruction, speed up the process of development of industrial clusters along the expressway. Chief Minister reviewed the new and proposed projects of expressway, industrial corridor and defense corridor, fixed timeline. Changes should be made in the bylaws of industrial development authorities to make it investment friendly: Chief Minister. Big defense product manufacturing companies of the country and the world are investing in Uttar Pradesh Defense Industrial, so far an investment of 24 thousand crores has come. There should be no delay in acquisition after notifying the land, give compensation immediately. Review the MoUs done in GIS, make land available and there should not be unnecessary delay in giving incentives.

● Chief Minister Yogi Adityanath  reviewed the progress of the under-construction and new expressway projects in the state and the development of industrial corridor and defense corridor in a high-level meeting held on Thursday and gave necessary guidelines. Major guidelines given by the Chief Minister in the meeting:-

● Under the guidance of the respected Prime Minister, unprecedented work has been done in the field of road infrastructure in Uttar Pradesh in the last 07 years. This state, which had only 02 expressways till 2017, has 06 expressways today. National highways have also almost doubled as compared to 07 years ago. Today Uttar Pradesh is getting a new identity as an expressway state.

● In any case, aim to make the Ganga Expressway connecting Meerut to Prayagraj available to the general public by next December, so that devotees from the country and the world can take advantage of traveling on the Ganga Expressway in Prayagraj Kumbh 2025.

● The progress of the construction of Gorakhpur Link Expressway is satisfactory. It will become a means of excellent connectivity for Gorakhpur, Sant Kabir Nagar Azamgarh and Ambedkar Nagar district. The construction of Gorakhpur Link Express should be completed in a timely manner.

● Respecting the public aspirations, action should be expedited to connect Bundelkhand Express, which has become the lifeline of Bundelkhand, to Chitrakoot, budget has also been provisioned for this. This will be a big help in improving the connectivity of Bundelkhand. The quality of work and timeliness of the project should be ensured.

● There is a need to further expand the expressway coverage for better connectivity. A world-class airport is being built in Jewar, it should be connected to the expressway. For this, it would be appropriate to construct a link expressway from Ganga Expressway to Jewar Airport. Similarly, a link expressway should be built from Agra-Lucknow Expressway to Purvanchal Expressway and a new link expressway should be built from Ganga Expressway to Agra-Lucknow Expressway via Farrukhabad. Along with the Chitrakoot Link Expressway, these three new expressways will accelerate the progress of the state. A detailed report should be prepared after conducting a preliminary study in this regard. Plants should be planted on both sides of all expressways.

● Big defense product manufacturing companies of the country and the world are investing in Uttar Pradesh Defense Industrial, which is playing a leading role in making the country a hub of defense production. So far, more than 24 thousand crores have been invested in the Defense Corridor. Big companies like Brahmos Aerospace, Aeroloy Technology in Lucknow Node, Bharat Dynamics Limited in Jhansi Node, Adani Defense System in Kanpur Node, Amitech Electronics and Anchor Research Limited in Aligarh are setting up their units. Take immediate decisions regarding new proposals. Do not keep any proposal pending.

● The process of development of Bio Plastic Park should be taken forward rapidly. It is expected that land purchase should be expedited for setting up a bio plastic manufacturing unit in Lakhimpur Kheri.

● The implementation of investment proposals received in the Global Investors Summit should be continuously reviewed. Whether it is land allotment to the investor or the matter of incentives payable, there should be no delay at all. Take immediate decision.

● There is a need to update the bylaws of the authorities amid changing circumstances. The rules should be made more investment friendly. The process of land acquisition for landbank expansion in industrial development authorities should be expedited.

● There should be better arrangements for basic infrastructure facilities in industrial colonies. It is the responsibility of the development authority to ensure that facilities like roads, drainage, sanitation, water supply are available in a better manner in the industrial area.

● A large number of investors have shown interest in the development of private parks. The MSME department has done good work in this regard. Industrial development authorities should also make arrangements quickly to supply bulk land required by investors for setting up private parks.

● After notifying the land by the Industrial Development Authorities, there should not be unnecessary delay in starting the acquisition process. Farmers Compensation should be given immediately.

● Industrial Development Authorities should declare a policy to make the land of sick industrial units in their industrial areas available to new investors.

● The process of land acquisition in the newly formed Bundelkhand Industrial Development Authority (BIDA) is expected to be expedited. This effort will take the development of Bundelkhand in the state to a new height. The process of development of Multimodal Logistics Hub (MMLH) in Dadri and Multimodal Transport Hub (MMTH) in Boraki should be expedited.
