Ayodhya: Senior Indian Postal Service officer Dr Vinay Prakash Singh, a native of Purabazar in Ayodhya, has once again brought honour to India and Uttar Pradesh by being re-elected as the Secretary General of the Asian-Pacific Postal Union (APPU) for a second consecutive four-year term.
Dr Singh was declared elected unopposed on September 4 during the APPU Congress held in Bangkok, Thailand. The Asian-Pacific Postal Union comprises 32 member countries, including India, China, Iran, Japan, Pakistan, Afghanistan, Sri Lanka, South Korea, Australia, New Zealand, Bhutan, Nepal and Fiji.
His first four-year term is scheduled to conclude in December 2026, after which his second term will begin in January 2027. His re-election to the organisation’s top executive position is being viewed as a significant achievement for India’s postal administration and a matter of pride for Ayodhya.
A 1988-batch Indian Postal Service officer, Dr Singh has had an extensive administrative and academic career. He has previously served as a Member of the Postal Services Board, Government of India, and has held key positions including Chief Vigilance Officer in the Ministry of Communications, Chief Postmaster General of Uttar Pradesh and Chief General Manager.
He has also served on important deputations with the Union Public Service Commission (UPSC), United Nations Development Programme (UNDP) in Afghanistan and the Army Postal Service Corps.
Dr Singh has a strong academic background as well. He earned a postgraduate degree in Modern History from the University of Allahabad, where he was awarded a gold medal. He subsequently obtained a PhD in Management from IIT Delhi.
He is the son of late Ram Manorath Singh, former principal of Purabazar.
Dr Singh’s second consecutive election to the international post has sparked celebrations among postal officials and residents in Ayodhya. Senior Superintendent of Post Offices, Ayodhya Division, Manoj Kumar Srivastava, described the achievement as a major honour for the country.
Senior Postmaster Dr Kiran Singh, Satyendra Pratap Singh and Pankaj Singh, along with MP Awadhesh Prasad, former MP Lallu Singh, MLAs Ved Prakash Gupta and Abhay Singh, Block Pramukh representative Shivendra Singh, former minister Tej Narayan Pandey and Samajwadi Party leader Animesh Singh Rahul were among those who congratulated Dr Singh on his re-election and extended their best wishes for his second term.
Dr Singh’s continued leadership of the APPU places an officer from Ayodhya at the helm of an important regional postal organisation and further highlights India’s growing role in international postal cooperation.
