New Delhi: Former Chief of Defence Staff (CDS) General Anil Chauhan’s recent remarks about the reported impact at Pakistan’s Kirana Hills during Operation Sindoor have triggered renewed debate among defence and foreign policy experts over the circumstances surrounding the incident and its wider strategic implications.
General Chauhan had clarified that India had not intentionally targeted the Kirana Hills, an area associated with Pakistan’s nuclear infrastructure. According to his explanation, a loitering munition deployed to search for radar systems around Sargodha may have inadvertently struck one of the hills after exhausting its operational endurance.
The clarification has drawn attention from defence analysts, particularly because of the sensitivity of the location and the potential consequences of any military action in its vicinity.
Major General Dhruv C Katoch (Retd.) described Chauhan’s remarks as significant, saying they reinforced India’s position that there had been no deliberate attempt to strike the Kirana Hills.
Katoch recalled that Air Marshal Bharti had also stated during a post-strike briefing following the May 10 developments that the hills were not the intended target. However, he pointed out that the reported impact itself was notable for its accuracy.
According to Katoch, the incident also appeared to have influenced the international response to the India-Pakistan confrontation. He said the United States became considerably more engaged after the development, suggesting that the proximity of the reported strike to a sensitive nuclear-linked location may have heightened concerns about escalation.
Former diplomat KP Fabian said Chauhan’s explanation should be considered alongside the earlier statement by Air Marshal Bharti to understand the sequence of events.
Fabian said the Indian account suggested that a loitering drone had been sent towards the Sargodha area to locate a target but failed to identify one before running low on operational endurance. The munition subsequently moved towards the Kirana Hills, where it reportedly struck a location.
He suggested that Pakistan could have interpreted the movement differently, particularly because the Kirana Hills area is widely associated with Pakistan’s nuclear capabilities.
Fabian said such a perception may have contributed to heightened Pakistani concerns during the confrontation and potentially influenced its subsequent decision to seek a ceasefire. He stressed that this was an interpretation of the available statements rather than an explicitly stated conclusion from the Indian military.
Foreign affairs expert Waiel Awwad placed the episode within the broader strategic context of India-Pakistan relations. He said Pakistan had been attempting to stabilise ties with India and had conveyed messages through back-channel channels.
At the same time, Awwad said India had sought to maintain deterrence while remaining prepared for a range of possible developments.
He linked the issue to India’s longstanding position that Pakistani territory should not be used by terrorist organisations to launch attacks against India.
The differing assessments have renewed discussion over the distinction between military intent and the eventual impact of an operation. The reported Kirana Hills incident has also highlighted the challenges involved in precision targeting, autonomous or loitering munitions, and the risks of unintended escalation when military operations occur near strategically sensitive sites.
The episode has therefore emerged as one of the more closely examined aspects of Operation Sindoor, not only for what it reveals about the use of precision weapons but also for its potential psychological, diplomatic and strategic consequences during the India-Pakistan confrontation.
