Divisional Review Meeting Chaired by Vijay Vishwas Pant Focuses on Development Progress Across Districts

Lucknow: A comprehensive divisional review meeting assessing the progress of development works across all districts was held under the chairmanship of Vijay Vishwas Pant at the Commissioner’s auditorium. Senior officials, including the Joint Development Commissioner, District Magistrates, Chief Development Officers, and departmental representatives, participated both physically and via virtual mode.

Focus on Timely and Quality Implementation

The meeting reviewed the physical and financial progress of various government schemes, with a strong emphasis on timely completion and maintaining quality standards. Departments were directed to ensure efficient implementation and adherence to deadlines.

Digital Library Scheme Under Scanner

A detailed review of the Digital Library Establishment Scheme revealed delays in payments under the non-NBT category in districts such as Hardoi, Raebareli, Sitapur, and Unnao. The Divisional Commissioner instructed officials to coordinate with suppliers to ensure immediate delivery of books and expedite pending payments, including those related to furniture.

Inactive Public Service Centres Raise Concern

Serious concern was expressed over 31 Gram Panchayats where Common Service Centres (CSCs) are currently non-functional. District authorities were directed to urgently revive these centres, identify reasons for inactivity, and ensure availability of technical and human resources to restore services for the public.

Panchayat Assistant Vacancies to Be Filled

The review highlighted several vacant Panchayat Assistant posts across districts, including Sitapur (32), Lakhimpur Kheri (10), Lucknow (12), Hardoi (2), Raebareli (1), and Unnao (1). Officials were instructed to expedite recruitment through a transparent and time-bound process to ensure smooth functioning at the पंचायत level.

Push for Farmer Registry and Fertilizer Availability

The Commissioner noted that districts like Raebareli, Unnao, and Lucknow are below the state average in farmer registration. Officials were directed to accelerate the process and ensure maximum coverage. Additionally, 100% availability of fertilizers at cooperative societies was mandated, with proper roster-based distribution systems.

Progress of Welfare Schemes Reviewed

The Chief Minister Bal Seva Yojana was found to be successfully implemented, with funds transferred directly to beneficiaries’ accounts. However, delays were noted in the disposal of cases under the Rani Lakshmibai Women and Child Welfare Fund, particularly in Lucknow and Sitapur, prompting directives for timely resolution.

Similarly, under the Kanya Sumangala Yojana, verification delays were flagged in Sitapur, Raebareli, and Lakhimpur Kheri. Officials were asked to expedite verification and ensure benefits reach eligible beneficiaries without delay. Pending applications under the Marriage Grant Scheme were also ordered to be cleared on priority.

Anganwadi Projects and Recruitment Progress

All Anganwadi centres sanctioned in FY 2022–23 have been completed. However, construction remains pending in Raebareli (45) and Sitapur (249) for FY 2023–24. Officials were instructed to accelerate work and ensure timely completion. Recruitment of Anganwadi workers and सहायिकाएँ is ongoing, with directions issued to complete all hiring within the current financial year.

Strengthening Cow Shelters and Monitoring

The Commissioner directed installation of CCTV cameras in all cow shelters, especially in Lucknow, Unnao, and Sitapur, where gaps remain. Instructions were also issued to ensure regular verification of caretakers, adequate fodder supply, and construction of additional sheds where required.

Model Schools and Infrastructure Development

Under the Chief Minister Model School initiative, funds for the second installment are expected soon. Officials were directed to commence construction immediately upon receipt. Demolition of unsafe buildings in select districts is underway and must be completed transparently.

Helipad Construction Plan Reviewed

Out of 90 proposed helipad sites across the division, 80 have been finalized. The Commissioner instructed district authorities to resolve pending issues and complete site selection at the earliest to initiate construction on time.

Directions for Improvement and Grievance Redressal

Concluding the meeting, Vijay Vishwas Pant directed departments with unsatisfactory progress to take corrective measures. He also emphasized timely and quality disposal of public grievances under the IGRS system to maintain the division’s performance ranking.

The meeting reinforced the administration’s commitment to accelerating development works, improving service delivery, and ensuring that government schemes effectively reach the grassroots level.
