Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday asserted that justice, equality and fraternity form the very soul of Indian democracy, as he addressed the valedictory session of the three-day 86th All India Presiding Officers’ Conference (AIPOC) in Lucknow. Describing the legislature as the foundation of democracy, the Chief Minister said strong, participatory and dialogue-driven legislatures are the true hallmark of a vibrant democratic system.
Welcoming presiding officers and delegates from across the country, CM Yogi said legislatures play a dual role—framing laws and serving as platforms for holistic development planning. Referring to the Constitution, he said justice is shaped through laws enacted in legislatures, equality is strengthened through inclusive government policies, and fraternity is reflected in constructive dialogue despite differences of opinion within the House.

The Chief Minister said India’s democratic institutions are among the strongest in the world and continue to inspire other nations. Parliament, he noted, is the highest democratic institution where the voice of the last person in society is heard through elected representatives. Drawing from his own experience as a five-time Member of Parliament, CM Yogi said adherence to parliamentary procedures and best practices can significantly improve the functioning of state legislatures and councils.
Highlighting reforms in the Uttar Pradesh Assembly, he cited improvements in Question Hour that have enhanced participation and accountability. He stressed that reverence for Parliament and legislatures is the duty of every citizen, as these institutions are central to democratic governance.
CM Yogi referred to Prime Minister Narendra Modi’s vision of India as the “mother of democracy” and said despite diversity in language, culture and lifestyle, the nation thinks and speaks with a shared spirit. Parliament and legislatures, he added, serve as the strongest unifying platforms for this collective faith.

Speaking on the “Viksit Bharat–Viksit Uttar Pradesh” vision, the Chief Minister said over 300 members from the treasury benches and opposition participated in nearly 24 hours of continuous discussion on development. He welcomed the proposal for a minimum of 30 legislative sittings annually, calling it an inspiration not only for Parliament and Assemblies but also for local bodies such as municipal councils and panchayats.
Emphasizing technology-driven governance, CM Yogi said Uttar Pradesh has adopted e-Vidhan, making the Assembly, Legislative Council, Cabinet processes and budget paperless. He also highlighted wide public participation in shaping Vision 2047, noting that nearly 98 lakh suggestions were received through a dedicated portal and are being analyzed with the support of AI tools and academic institutions.
Concluding his address, the Chief Minister praised presiding officers for maintaining balance between the ruling party and opposition, describing AIPOC as a vital “learn and share” platform that strengthens democratic institutions nationwide.
