All Markets in Delhi to Remain Closed on Voting Day, February 5

New Delhi: As Delhi gears up for the Assembly Elections on February 5, 2025, the Chamber of Trade and Industry (CTI) has called for the closure of all 700 markets across the capital on the polling day. The move aims to encourage maximum voter turnout and facilitate employees to exercise their voting rights.

CTI Calls for Market Shutdown
CTI Chairman Brijesh Goyal and President Subhash Khandelwal announced the decision, urging shopkeepers and market associations to keep their establishments closed. The decision also extends to industrial areas, which will observe a holiday. While some retailers might choose to open their shops post-voting in the evening, CTI has recommended granting paid leave to employees under such circumstances. Additionally, employers are requested not to deduct wages due to the closure.

Paid Holiday for Employees
The Election Commission and the Labour Department have directed that all employees be granted a paid holiday to participate in the voting process. Discussions have also been held with office-bearers of Delhi’s market associations to ensure compliance. CTI emphasized that even if shops open later in the day, it must be ensured that employees are not pressured to work without having cast their votes. Employees involved in emergency services are also encouraged to vote before reporting to duty.

Delhi Government’s Official Directive
CTI General Secretary Gurmeet Arora and Senior Vice President Deepak Garg highlighted that the Delhi government had already issued orders mandating the closure of commercial establishments, including shops, hotels, restaurants, resorts, and industrial units. The directive instructs businesses to grant leave without salary deductions. The state government’s Labour Department has invoked Section 135B of the Representation of the People Act, 1951, mandating paid leave for every individual employed in any business, trade, industrial undertaking, or other establishment on the polling day.

Liquor Shops to Remain Closed
In addition to the market closures, the Delhi government has declared dry days from February 3 to 5 and on February 8, the day of the election results. According to a notification issued by the Delhi Excise Commissioner, liquor shops and other establishments serving alcohol will remain closed under the Excise Rules-2010 to maintain order during the 70-member Delhi Assembly elections.

The coordinated efforts of government authorities and trade bodies aim to ensure a smooth and participative electoral process across the capital.
