New Delhi | State-owned aerospace major Hindustan Aeronautics Limited (HAL) has invited Expressions of Interest (EoI) from Indian consultancy firms as part of a strategic initiative to expand its footprint in global defence and aerospace markets.
The move is aimed at strengthening HAL’s export roadmap by tapping domestic expertise to assess foreign defence procurement systems and identify opportunities for its indigenous fixed-wing and rotary-wing platforms. The Maharatna PSU, operating under the Ministry of Defence, is seeking long-term advisory support to build structured export pipelines and deepen engagement with overseas stakeholders.
HAL’s product portfolio spans the entire aerospace value chain, including aircraft and helicopter design, manufacturing, maintenance, repair and overhaul (MRO), avionics, mission systems, aero-engines, and industrial gas turbines. As the company balances domestic commitments with international ambitions, exports are emerging as a key pillar of its growth strategy.

Under the EoI, selected consultants will analyse procurement frameworks in identified countries, track upcoming requirements, and align HAL’s platforms—such as the Tejas Light Combat Aircraft, Dhruv Advanced Light Helicopter, and Light Combat Helicopter (Prachand)—with market demand. The scope also includes facilitating government-to-government engagements, evaluating local partners, and supporting marketing, servicing, and joint development initiatives.
Additional responsibilities involve preparing detailed country-specific reports covering regulatory processes, certification norms, partnership structures, and contractual frameworks. Consultants are also expected to recommend suitable local firms for collaboration and assist in structuring MoUs and commercial agreements.

HAL has identified Africa, Latin America, and Southeast Asia as priority regions, targeting nations seeking affordable, dependable defence platforms along with training and lifecycle support. These markets align with India’s growing defence diplomacy and export outreach.
The initiative reinforces HAL’s commitment to Aatmanirbhar Bharat, while signalling a clear intent to position Indian-designed platforms as competitive global offerings supported by sustainable overseas service networks.
