Lucknow: In a major boost to agro-based industrial growth, the Uttar Pradesh government held a State-Level Empowered Committee (SLEC) meeting under the Food Processing Industry Policy–2023, approving 18 new investment proposals aimed at accelerating investment, employment, and exports in the sector.
The meeting, chaired by Agricultural Production Commissioner Deepak Kumar, was held at the commissioner’s office in Lucknow. The initiative is being driven under the guidance of Deputy Chief Minister Keshav Prasad Maurya, with a focus on strengthening the food processing ecosystem and increasing farmers’ income.
Policy Driving Investment and Employment
Officials highlighted that the Uttar Pradesh Food Processing Industry Policy–2023 is designed to promote capital investment, generate employment, and boost exports while ensuring better returns for farmers. The policy is also encouraging startups and entrepreneurship in agro-processing.
Additional Chief Secretary (Horticulture & Food Processing) B L Meena stated that Uttar Pradesh is emerging as a leading state in terms of capital investment in food processing, with ₹350 crore in subsidies already disbursed for approved projects.
18 Investment Proposals Approved
The committee reviewed and approved proposals across diverse segments, including:
- Starch manufacturing
- Dairy products
- Pasta and puffed rice (murmura) production
- Poultry and cattle feed units
- Organic food processing
- Other value-added food manufacturing units
Officials confirmed that due diligence was ensured, including verification that proposed units are located outside restricted or regulated zones.
Key Investments and Entrepreneurs Recognised
During the meeting, recognition was given to investor Jaidev Singh of Ambrosia Products India Private Limited for timely establishment of a frozen fruits and vegetables unit in Baghpat.
Another notable proposal approved was from Efficno Fintech Consultants Private Limited in Amethi, led by engineer S K Tiwari. The project focuses on starch-based products used in biscuits and confectionery. Tiwari brings over four decades of experience in chemical engineering, project management, and industrial operations.

Additionally, Shakumbhari Organic Exim LLP from Bulandshahr, led by entrepreneur Mukul Bhushan Gupta, applied for subsidy support for a project involving primary and secondary processing, grading, and packaging of sesame, groundnut, wheat, and pulses.
Recognition for Academic and Technical Support
Under the Third-Party Inspection Agency (TPIA) framework, Upendra Kumar and M S Karuna from Mahatma Jyotiba Phule Rohilkhand University were honoured for excellence in field verification work.
Strengthening Monitoring and Implementation
The committee also deliberated on strengthening human resources within the State Project Monitoring Unit, including the proposal to engage retired banking professionals for better financial oversight.
A review of the PM Formalisation of Micro Food Processing Enterprises Scheme (PMFME) revealed that Uttar Pradesh has achieved 31.67% of its target, with 26,000 projects approved, placing it among the top-performing states. Prayagraj district emerged as the leading performer within the state.
Sectoral Distribution of Projects
Under the policy, Letters of Comfort have been issued across sectors, including:
- Agriculture: 22%
- Horticulture: 30%
- Fisheries: 20%
- Dairy Development: 22%
- Sugarcane: 3%
- AYUSH, Excise, and Animal Husbandry: 1% each
Focus on Investor Facilitation
Chairing the meeting, Deepak Kumar directed all departments and authorities to ensure swift and effective resolution of investor concerns, emphasizing a transparent and investor-friendly environment.
The SLEC meeting marks another milestone in Uttar Pradesh’s efforts to position itself as a leading food processing hub. With strong policy backing, growing investor confidence, and a focus on value addition in agriculture, the state is steadily building a robust ecosystem that benefits farmers, entrepreneurs, and the broader economy alike.
