New Delhi/Lucknow: The Election Commission of India (ECI) organized a significant one-day national conference for Media and Communication Officers, bringing together Media Nodal Officers (MNOs), Social Media Nodal Officers (SMNOs), and District Media Nodal Officers/Public Relations Officers (PROs) from across the country. The workshop served as a platform to strengthen election-related communication strategies and enhance coordination among media officials.
More than 350 media and communication professionals participated in the conference, representing all 36 States and Union Territories. The event also included district-level officers from states and UTs where the third phase of the Special Intensive Revision (SIR) of electoral rolls is underway and where elections are scheduled in the near future.
Chief Election Commissioner (CEC) Gyanesh Kumar addressed the gathering along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. Their presence underscored the importance of effective communication in strengthening democratic processes and voter engagement.
In his address, CEC Gyanesh Kumar highlighted the unprecedented level of public participation witnessed during the recently concluded elections in five states, describing it as one of the highest levels of electoral engagement since Independence. He emphasized that all official communication must be timely, clear, factual, and firmly rooted in legal and constitutional provisions.
Election Commissioner Dr. Sukhbir Singh Sandhu stressed that communication efforts should not merely focus on disseminating information but also on measuring and maximizing their impact. Election Commissioner Dr. Vivek Joshi underlined the critical responsibility of media officers in ensuring that the Commission’s rules, directives, and guidelines reach citizens in a simple, understandable, and accessible manner.

The conference commenced with a comprehensive overview of communication strategies employed during the electoral process. Sessions covered electoral roll preparation, the “roll-to-poll” process, effective utilization of ECINET, key constitutional provisions, election laws, recent Supreme Court rulings, and their interaction with media reporting. Participants also attended practical sessions on drafting press releases, disseminating information through traditional and social media, countering misinformation and negative narratives, engaging young voters through Electoral Literacy Clubs (ELCs), and effectively communicating ECI initiatives to the public.
The workshop facilitated valuable exchanges of experiences and best practices among officials from various states, particularly those that recently conducted elections. A detailed question-and-answer session chaired by the Chief Election Commissioner provided participants with an opportunity to seek clarifications and engage directly with the Commission’s leadership.
Representing Uttar Pradesh, media nodal officers from all districts participated in the conference, with a majority being District Information Officers. Uttar Pradesh Media Nodal Officer and Special Officer in the Office of the Chief Electoral Officer, Ms. Garima Swaroop, also attended the national workshop, contributing to discussions on strengthening election communication and public outreach.
The conference reinforced the Election Commission’s commitment to transparent, accurate, and citizen-centric communication, recognizing the vital role of media officials in ensuring informed electoral participation across the country.
