Big boost to U.P. Cross-Border Trade and Tech Collaboration in Russia

Lucknow: At the International Technology Congress for BRICS nation, organized by RUSSOFT in partnership with the Chamber of Indo-Russo for Technology collaboration (CIRTC, The Rising), Electronics Developers and Manufacturers Association of Russia, Technological Sovereignty Exports Association of Russia and supported by Federation Council of the Federal Assembly of the Russian Federation, the Indian delegation led by Debjit Chakraborty, Executive Director CIRTC and a special invitee delegate Hasan Yaqoob who is renowned public policy and corporate affairs professional from Uttar Pradesh addressed the Congress.

Hasan Yaqoob, addressing the gathering, emphasized the growing importance of bilateral trade and technology collaboration between India-Russia and other BRICS nations. He shared insights on the transformative impact of the UP ODOP flagship program launched by  Yogi Adityanath, Chief Minister of the Uttar Pradesh government, which has significantly improved the livelihoods of local artisans. His pitch about the export and import of elite ODOP articles sparked strong interest among Russian importers, leading to the intent for the establishment of an ODOP storefront in Moscow, showcasing a curated selection of elite UP products for the people of Russia and tourists there. He also discussed to initiate a program on Import – export & tech collaboration between State of Uttar Pradesh, India and Russia with Mr Maksut Shadaev Hon’ble Minister of Digital Development, Communications and Mass Media of the Russian Federation.

During the event,  Vasily Shpak  Deputy Minister of Industry and Trade of the Russian Federation, commended India’s vast capabilities and expertise across various sectors. He proposed enhanced trade ties and technology collaborations, underlining the mutual potential for growth between India and Russia. Indian delegate Hasan Yaqoob presented him with a policy handbook of Invest UP, which showcases the benefits and opportunities of business for the foreign investors in the state of Uttar Pradesh.

During the congress, the session on artificial intelligence (AI), also led by Indian Tech delegate Hasan Yaqoob, garnered widespread attention. It was attended by Vasily Elistratov, Chief of AI Technology Development Directorate of the Ministry of Defence of the Russian Federation, Sergey Garbuk, Chairman of the National Technical Committee, Russia, and by other high officials from the Railway, Transport, Health Care & Education departments of the Russian Government. Several leading Russian AI companies expressed keen interest in collaborating with India on technology transfer initiatives and joint ventures. As a result, multiple Memorandums of Understanding (MoUs) were signed between Russian and Indian Chambers/companies, paving the way for future collaborations in the AI sector, semiconductor design lab establishments, and drone manufacturing units in Uttar Pradesh. Furthermore, student medical education and tech training programs were also explored between Indian delegates and with the Russian Universities panel headed by  Andrey Svintsov, Member of State of Duma, Russia. Conveying the best wishes of the INVEST UP (Department of Investment Promotion and Felicitation Agency of Government of Uttar Pradesh) to the ITC organisers, the Indian delegate Hasan Yaqoob, who hails from the state of Uttar Pradesh, presented Uttar Pradesh investment policy handbooks (given to him by Invest UP to handover) to Russian investors, representatives of the technology and finance sectors of Russian companies.

These materials outlined investment opportunities in Uttar Pradesh, highlighting the state’s growing potential as a hub for cross-border trade and technology partnerships. A delegation of prominent Russian companies is expected to visit Uttar Pradesh in the near future, marking a new chapter in India-Russia trade dialogues and collaborations. The visit will focus on strengthening ties through joint ventures and further promoting cross-border initiatives in trade and technology.
