Lucknow: Chief Minister Yogi Adityanath has taken a major step toward positioning Uttar Pradesh as a global hub for the leather and footwear industry by launching the Uttar Pradesh Footwear, Leather and Non-Leather Development Policy 2025. The policy aims not only to provide ease of doing business but also to generate large-scale employment for youth and enhance the global recognition of UP’s products.
CM Yogi emphasized that the goal is to transform Uttar Pradesh into India’s—and eventually the world’s—leading hub for leather and footwear manufacturing. The new policy is expected to bring in significant industrial investment, boost exports, and open up lakhs of new job opportunities.
Key Provisions of the Policy


- Land Banks & Leather Parks: The state will earmark large land parcels for developing dedicated leather parks with plug-and-play facilities, waste treatment plants, and modern infrastructure. Allocation will be done swiftly through a single-window system.
- Boost to Manufacturing & Equipment Industry: Alongside footwear and leather products, the state will support units manufacturing machinery and equipment.
- Skill Development & Employment: Specialized training centers and industry-focused courses will prepare local youth, with a focus on providing opportunities to women and persons with disabilities.
- R&D and Centres of Excellence: At least 10 centers of excellence will be set up to promote innovation in design, automation, and smart technologies. Entrepreneurs will also receive assistance for patents and IPR.
- Global Visibility & Exports: Incentives will include transport subsidies, support for international certifications, and financial aid to participate in global trade fairs.
- Sustainability: The policy prioritizes eco-friendly manufacturing through pollution control, renewable energy, and waste management technologies.
