Uttar Pradesh Cabinet Approves Cashless Healthcare Cover of ₹5 Lakh for Home Guards

Lucknow: In a significant welfare measure, the Uttar Pradesh Cabinet chaired by Yogi Adityanath has approved a proposal to provide cashless medical treatment of up to ₹5 lakh per family per year to Home Guard volunteers, unpaid officers, and their dependent family members. The facility will be implemented through the State Agency for Comprehensive Health and Integrated Services (SACHIS), fulfilling a commitment made by the Chief Minister on Home Guards Day in December 2025.

The decision was taken during the Cabinet meeting held on Monday and is expected to provide substantial financial security to thousands of Home Guard personnel and their families in the event of serious illnesses requiring hospitalization.

Cashless Treatment in Government and Empanelled Private Hospitals

State Finance Minister Suresh Kumar Khanna said that beneficiaries will be entitled to cashless inpatient treatment under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana network. The coverage of up to ₹5 lakh annually per family will be available at government hospitals and empanelled private healthcare institutions.

The initiative is aimed at ensuring that Home Guard personnel and their dependents receive timely medical care without facing financial hardship during medical emergencies.

Government to Bear Entire Cost

Under the approved scheme, an annual premium of ₹3,000 per Home Guard volunteer and unpaid officer will be paid by the state government. The total estimated annual expenditure for implementing the scheme is approximately ₹35.50 crore.

The healthcare programme will be administered through SACHIS and is expected to benefit around 69,000 Home Guard personnel and their dependent family members across Uttar Pradesh.

Promise Made on Home Guards Day Now Implemented

Chief Minister Yogi Adityanath had announced the introduction of a cashless healthcare facility for Home Guard personnel during the Home Guards Day celebrations on December 6, 2025. With the Cabinet’s approval, the government has now moved forward to implement the commitment.

Uniform Allowances Increased for Employees of Multiple Departments

The Cabinet also approved recommendations made by the Chief Secretary’s Committee based on the 2016 Pay Committee report. As part of the decision, uniform-related allowances for employees in several government departments will be revised upward.

The increase will benefit personnel of the Home (Police) Department, subordinate courts under the Justice Department, the Prison Administration and Reform Department, Forest Department, Excise Department, Medical Health and Family Welfare Department, Medical Education Department, and the AYUSH Department.

The approved revisions include enhanced uniform allowances, uniform renewal allowances, and uniform washing allowances. No changes have been made to other allowances.

Additional Annual Financial Burden of ₹20 Crore

According to the state government, the enhancement of uniform-related benefits will provide relief to employees serving in uniformed roles across various departments. The implementation of these recommendations is expected to impose an additional annual financial burden of approximately ₹20 crore on the state exchequer.

The twin decisions underscore the Uttar Pradesh government’s focus on strengthening employee welfare, improving healthcare access for Home Guard personnel, and providing better service-related benefits to frontline government workers.
