UP Govt Pauses Smart Meter Rollout, Announces Relief Measures for Consumers

Lucknow: In a major decision aimed at protecting consumer interests, Uttar Pradesh’s Energy and Urban Development Minister A K Sharma has ordered an immediate halt to the installation of smart electricity meters across the state until a technical committee submits and reviews its report.

The directive was issued during a high-level review meeting held at Shakti Bhawan in Lucknow, where the minister emphasized the need for a more transparent, consumer-friendly, and efficient power system under the guidance of Chief Minister Yogi Adityanath.

Relief for Consumers During Transition

Providing significant relief, the minister announced that in areas where smart meters have already been installed, consumers will not face disconnection for up to 45 days. This includes a 15-day conversion period followed by an additional 30-day buffer, ensuring uninterrupted power supply during the transition phase.

Additionally, even if the balance reaches zero, electricity supply will continue for up to three days or until ₹200 consumption (for loads up to 2 kW), offering further relief to households.

5-Level SMS Alert System Introduced

To improve communication and transparency, a five-tier SMS alert system will be implemented for smart meter users. Consumers will receive notifications when their balance drops to 30%, then at 10%, upon exhaustion of balance, one day before disconnection, and finally after disconnection.

No Disconnections on Holidays

Adopting a humane approach, the minister directed that no electricity connections should be disconnected on Sundays or public holidays, even if the balance turns negative. This step is aimed at preventing inconvenience to consumers during non-working days.

Focus on Uninterrupted Summer Supply

With rising temperatures, the government has stressed uninterrupted electricity supply during the summer months. Officials across power distribution companies, including Uttar Pradesh Power Corporation Limited, have been instructed to ensure quick replacement of faulty transformers, address issues like loose wiring and sparking promptly, and accelerate maintenance work to minimize accidents and outages.

The minister also directed officials to proactively reach out to consumers whose connections have been disconnected, using phone calls to resolve issues and restore services quickly.

Reiterating the government’s commitment, A.K. Sharma said that ensuring consumer satisfaction and accountability at every level remains a top priority. He added that continuous steps will be taken to build a robust, transparent, and citizen-centric electricity system in the state.

The meeting was attended by senior officials including Ashish Goyal, Additional Chief Secretary and Chairman; Jai Narayan Singh; managing directors of various DISCOMs; and district-level officers who joined virtually.
