Bareilly: A divisional review meeting chaired by Bareilly Divisional Commissioner Shambhu Kumar was held at the conference hall of the Development Bhawan to assess the progress of development and welfare programmes across the division. The Commissioner issued directions to officials on agriculture, health, education, animal husbandry, social welfare, revenue collection and ongoing construction projects.
The meeting began with a review of Farmer Registry progress. The Deputy Director of Agriculture was directed to launch a campaign to ensure that all eligible farmers who had not yet been registered were brought under the Farmer Registry. The Commissioner also instructed officials to ensure that farmers did not face any shortage of fertilisers or overcharging.
Reviewing the recruitment of Anganwadi workers, he stressed that the entire process must be conducted fairly and transparently. He expressed concern over the slow progress in Badaun in shifting children from the severely malnourished category to the malnourished category through proper monitoring and data feeding, and directed the District Programme Officer to improve the situation.
During the review of the Animal Husbandry Department, the Commissioner directed officials to provide more animals to eligible people under the Sahbhagita Yojana. He also ordered a special drive to identify and protect stray cattle roaming on roads, noting that such animals could cause road accidents.
The Commissioner expressed displeasure over the slow pace of construction of gaushalas in Bareilly division and directed officials to accelerate the work. He also sought a list of gaushalas where waterlogging occurs during the monsoon so that appropriate measures could be taken.
Reviewing the Basic Education Department, he directed the Additional Director of Basic Education to verify schools in the division where electricity lines pass through or over school premises. The matter should subsequently be taken up with the Electricity Department for shifting the lines wherever necessary.
He further directed officials to prepare success stories under Operation Kayakalp by attaching photographs showing the condition of schools before and after the completion of improvement works.
During the Social Welfare Department review, the Commissioner directed that adequate security arrangements be ensured at girls’ hostels constructed by the department in Badaun. He also reviewed educational institutions in Pilibhit and directed officials to address recurring issues related to the availability and use of gas cylinders.
Reviewing the Labour Department, he directed officials to complete all necessary arrangements at the Atal Residential School.
The health sector also came under detailed review. The Commissioner instructed officials to ensure 100 per cent availability of medicines at health centres. He noted that the issuance of Ayushman cards to people aged above 70 years in Badaun was progressing slowly and directed the Chief Medical Officer to coordinate with Panchayat Secretaries and ration shop dealers to accelerate the process. He also called for continuous public awareness campaigns.
The Commissioner directed the Education Department to educate schoolchildren about preventive measures against dengue and malaria. He also called for health awareness camps in villages to improve public awareness and prevention.
In view of reported swine flu cases, the Commissioner instructed all Chief Medical Officers to establish an additional ward for swine flu patients at hospitals and ensure adequate preparedness.
He directed all District Magistrates to regularly hold CM Dashboard review meetings and maintain continuous monitoring of performance indicators, stressing that the dashboard was among the Chief Minister’s key priorities.
Reviewing ongoing construction projects, the Commissioner directed executing agencies to complete delayed works at the earliest and hand them over to the concerned departments. He stressed that quality standards must not be compromised. All Chief Development Officers were instructed to inspect projects under construction and submit inspection reports.
The meeting also reviewed tax and non-tax revenue collection, including the Electricity Department, Stamp and Registration Department, Excise, Transport and disposal of revenue cases. Necessary directions were issued to improve performance.
The District Magistrates were directed to conduct special drives in areas where complaints regarding illegal liquor production were frequently received. Illegal liquor should be destroyed and strict action taken against those involved, the Commissioner said.
Transport officials were instructed to launch enforcement drives in areas where illegal buses were operating in large numbers and ensure that such operations were stopped.
The Commissioner also directed officials to follow up with complainants whose grievances had been disposed of through the Integrated Grievance Redressal System (IGRS) and ascertain whether they were satisfied with the resolution. He said such feedback would help improve the quality of grievance redressal and citizen satisfaction.
Vice-Chairperson of the Bareilly Development Authority Saumya Pandey, Pilibhit District Magistrate Gyanendra Singh, Shahjahanpur District Magistrate Dharmendra Pratap Singh, Badaun District Magistrate Avnish Rai, Pilibhit Chief Development Officer Satish Pratap Mishra, Shahjahanpur Chief Development Officer Utkarsh Dwivedi, Badaun Chief Development Officer Garima Singla, Deputy Director of Economics and Statistics, District Development Officer Dinesh Kumar and other senior officials attended the meeting.
