Governor Upholds Vice-Chancellor’s Decision, Rules College Management Cannot Extend Probation of Commission-Selected Principal

Bareilly: In a significant decision reinforcing academic autonomy and the dignity of educational leadership, the Governor and Chancellor of Uttar Pradesh Anandiben Patel has upheld an order issued by the Vice-Chancellor of Rohilkhand University, Prof. K.P. Singh, quashing the management committee’s decision to extend the probation period of Bareilly College Principal Prof. O.P. Rai.

The Chancellor’s order, issued on June 11, 2026, confirms that a college management committee has no legal authority to extend the probation period of a principal appointed through the Uttar Pradesh Higher Education Service Commission.

The ruling is being viewed as a major relief for commission-selected principals across the state, many of whom have reportedly faced administrative pressure and interference from college management committees despite being appointed through a transparent and merit-based selection process.

According to education sector representatives, nearly 290 principals were appointed through the state selection commission in recent years. However, a substantial number of them are said to have resigned due to conflicts with management committees, raising concerns about the working environment for academic administrators in higher education institutions.

The controversy arose after the management committee of Bareilly College allegedly attempted to extend Prof. Rai’s probation period by another year. University authorities found the move to be arbitrary and contrary to established regulations governing appointments made through the commission.

Earlier, on November 2, 2023, Vice-Chancellor Prof. K.P. Singh had set aside the management committee’s decision, declaring it unlawful and beyond its jurisdiction. The Chancellor has now endorsed that decision, providing final validation to the university’s stance.

Commenting on the development, Prof. Amit Singh, in charge of the Legal Cell at Rohilkhand University, described the ruling as a landmark decision for commission-appointed principals throughout Uttar Pradesh.

He said the order makes it clear that management committees cannot act beyond the framework of law or exercise arbitrary powers over academic administrators. Protecting principals appointed through a rigorous and transparent selection process is essential for ensuring independent and effective institutional leadership, he added.

Speaking on the issue, Vice-Chancellor Prof. K.P. Singh said the university remains committed to safeguarding academic autonomy, adherence to statutory regulations, and the professional dignity of principals.

“The Chancellor’s affirmation of our decision demonstrates that the university’s authorities act strictly in accordance with constitutional and legal provisions. We stand with principals who face undue pressure and remain committed to promoting transparency, discipline, and quality in higher education,” he said.

The decision is expected to have wider implications for governance in higher education institutions across Uttar Pradesh, sending a strong message that administrative actions affecting academic leaders must remain within the bounds of law and established regulations. Education experts believe the ruling will strengthen institutional independence and ultimately serve the interests of students and the broader academic community.
