Bareilly: Divisional Commissioner Bhupendra S. Chaudhary conducted inspections at Sadar and Faridpur tehsils in Bareilly district to assess administrative arrangements, case disposal, and record management systems.
Review of Case Disposal and Court Proceedings
At Sadar Tehsil, the Commissioner reviewed proceedings in the Sub-Divisional Magistrate (SDM) court, particularly focusing on cases under Sections 80 and 24. District Magistrate Avinash Singh informed that cases are being disposed of as per norms, with strict monitoring to avoid delays that could impact rankings on the CM Dashboard.
Modern Record Management and Digitization Push
During the inspection of the revenue record room, the Commissioner found record maintenance in good condition. Officials highlighted the use of modern racks provided by the Board of Revenue, which protect documents from moisture and termites. Records dating back up to 12 years are preserved and monitored through CCTV surveillance.
The Commissioner also conducted random checks of land-related records, including Khasra-Khatauni documents, lease allotments, and housing records. He examined files from as early as 1972 and recent agricultural lease records from 2019. He directed officials to digitize all records and submit a report on the current status of land allotted under earlier schemes.
Public Service Delivery Under Scrutiny
At the supply office, he reviewed applications related to new ration cards, addition and deletion of units, and enquired about processing timelines. Officials stated that action on applications typically begins within a week. The Commissioner emphasized timely service delivery to citizens.
Inspection at Faridpur Tehsil
The inspection extended to Faridpur Tehsil, where the Commissioner reviewed pending cases under Sections 116, 24, and 80 in the SDM court. He also examined land records maintained at the Bhulekh archive and the Registrar Kanungo office, focusing on mutation (dakhil-kharij), land allotments, and village land management.

He sought updates on the implementation of the Chief Minister’s Farmer Accident Insurance Scheme, including payment status to beneficiaries and budget availability. In a notable step, he directly spoke to a beneficiary over the phone to verify whether compensation had been received.
Emphasis on Transparency and Efficiency
The Commissioner also inspected ongoing renovation work, including painting activities at the tehsil auditorium, and instructed officials to maintain quality standards.
He stressed the importance of transparent governance, efficient record-keeping, and timely grievance redressal, ensuring that public services are delivered without delays.
Officials present during the inspection included ADM (Administration) Purnima Singh, SDM Sadar Pramod Kumar, SDM Faridpur Mallika Nain, along with tehsildars, naib tehsildars, and other administrative staff.
The inspection highlighted the administration’s focus on modernization, accountability, and improved service delivery at the grassroots level in Bareilly district.
