Lucknow: The plan to construct the Composite Building (Commissionerate Headquarters) near the DGP residence in Dalibagh has gained momentum once again. On Thursday, a team led by Police Commissioner Amarendra Sengar inspected the site. According to DCP Headquarters Anil Yadav, the Public Works Department (PWD) has been directed to prepare a Detailed Project Report (DPR). The proposed structure will be an eight-story building, which will also house the offices of the ADG Zone and IG Range.
The Uttar Pradesh government implemented the Commissionerate system in Noida and Lucknow on January 13, 2020. Following this, an ADG-level officer was entrusted with maintaining law and order in the district. Ever since the system’s implementation, authorities have been searching for an ideal location for the Commissionerate Headquarters.
Several locations were considered, including a site near the DGP Headquarters Signature Building, a building on AP Sen Road near Charbagh Station, and a large government building in Bandariabagh. There was also a discussion about converting the old DGP camp office into the headquarters, but the plan did not materialize.
In 2021, approval was granted to construct the headquarters on 3,598 square meters of vacant government land near the DGP residence in Dalibagh. A budget of Rs 48.69 crore was sanctioned for the project, but construction had yet to commence.
Crime Branch Headquarters to Be Shifted
Currently, the Commissionerate headquarters is functioning from the old forensic science laboratory building. Once the new building is completed, the entire office will be shifted to Dalibagh. Consequently, the Crime Branch Headquarters will be set up at the current Commissionerate office in Vigyanpuri, Mahanagar. This facility will also house the offices of the DCP Crime, ADCP Crime, ACP Crime, and the Cyber Crime Cell.
The old SSP office presently accommodates the office of the Joint Commissioner of Police (Law and Order) and the Police Commissioner’s Court. After the new building is constructed, only the Police Commissioner’s Court will remain operational in the old office.
Features of the New Building
On Thursday, Police Commissioner Amarendra Kumar Sengar, JCP Headquarters Bablu Kumar, and PWD officials inspected the proposed site. The PWD has been instructed to prepare a DPR, incorporating two basements, a ground floor, and eight additional floors.
Each officer’s office will be located on separate floors to facilitate accessibility for visitors. The new building will feature a large parking area, cafeteria, meeting rooms, a confidential office for the Police Commissioner, and modern office spaces for staff. Additionally, the offices of the ADG Zone and IG Range will also be housed in the building.
Budget Likely to Increase
Three years ago, during the tenure of former Police Commissioner DK Thakur, a proposal for this building was submitted, estimating a cost of Rs 48.69 crore. The foundation stone was laid on January 5, 2022. However, with the revised DPR including additional facilities, the project’s budget is expected to increase significantly. Authorities have indicated that construction work will commence soon.
