Agra–Gwalior Greenfield Expressway to be Extended to BIDA; Master Plan-2045 to Guide Region’s Industrial Transformation
Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has given a major push to the development of the newly formed Bundelkhand Industrial Development Authority (BIDA), calling it the next growth engine of the state’s industrial progress. Chairing a high-level review meeting, he approved key infrastructure projects, including an airport, a multi-modal logistics park, and the establishment of a Delhi–Nagpur Industrial Corridor node within the BIDA region.
Emphasizing the importance of connectivity, CM Yogi directed officials to extend the Agra–Gwalior Greenfield Expressway up to the BIDA/Jhansi region in coordination with the National Highways Authority of India (NHAI). He also instructed that work be initiated on building a railway station within the BIDA area and on the proposed fourth Delhi–Chennai railway line. To ensure seamless connectivity, the Chief Minister asked the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) to expedite the alignment process for a link expressway connecting Bundelkhand Expressway directly with BIDA.
CM Yogi said that Bundelkhand will no longer symbolize backwardness but emerge as a symbol of progress, with BIDA paving the way for an industrial revolution in the region. He directed that all land acquisition procedures be completed within the next six months, with additional personnel deployed for registration and revenue work within a week. He also ordered the appointment of qualified civil and electrical engineers, town planners, and architects in BIDA within the next 15 days.
To position BIDA as a model for Ease of Doing Business and employment generation, the Chief Minister stressed that it should be developed as a benchmark for industrial growth in Uttar Pradesh. He also directed officials to identify suitable land for airport construction in the BIDA region.
Officials informed the meeting that BIDA covers a total notified area of 56,662 acres, out of which 22,028 acres have already been acquired. To ensure transparency and efficiency, a specialized software has been developed to digitalize the entire land acquisition process — from farmers’ consent to compensation payments. A call centre will also be established soon to assist landowners, a move CM Yogi praised as a step toward building public trust and encouraging industrial investment.

The Master Plan-2045 for BIDA has been approved by the board, outlining a detailed land-use plan — 35.8% industrial, 15.2% residential, 5.1% mixed-use, 1.5% commercial, and 10.6% green zones, covering a total area of 253.33 sq km. Zoning and sectoral planning work across all eight sectors is underway and targeted for completion by November 30. The Environmental Impact Assessment (EIA) process is also progressing rapidly, including environmental surveys and data collection on industrial impact.
Reviewing infrastructure progress, CM Yogi instructed that work on internal roads, sewage systems, stormwater management, waste disposal, and power distribution be fast-tracked in mission mode. Connectivity projects linking BIDA to National Highways NH-27 and NH-44 are in their final stages, while plans for a railway station, logistics park, truck terminal, bus depot, and IT park are also under consideration.
“BIDA will be the foundation stone of Bundelkhand’s industrial resurgence,” the Chief Minister declared. He directed officials to create a trustworthy and investment-friendly environment to attract entrepreneurs, generate local employment, and empower youth through new avenues of enterprise and skill development.
With strong policy direction, planned infrastructure, and transparent governance, Bundelkhand is poised to transform into Uttar Pradesh’s next industrial powerhouse.
