Lucknow: District Election Officer / District Magistrate Surya Pal Gangwar said that the training of Presiding Officers and Poll Officers, which was organized at Jayanarayan (K.K.C.) PG College was conducted in two shifts. In view of the above training, District Election Officer Jayanarayan (KKC) reached PG College and took stock of the arrangements made. The District Election Officer visited all the rooms and inspected them and also interacted with the trainees who had come. District Election Officer informed that for the convenience of the personnel, training is being conducted through audio visual medium through smart board in the training center so that the personnel do not face any inconvenience while performing their duty. The following guidelines were given by the District Election Officer:-
1) Guidelines for Polling Officer First:- District Election Officer said that the duty of Poll Officers will be to identify the coming voter from the voter list available with him and also note down his part number and serial number. It was told by the District Election Officer that the process of challenge vote will also be done by the Polling Officer I.
2) Guidelines for the Presiding Officer:- District Election Officer said that the work of the Presiding Officer is sealing of the machine, taking out slips during VVPAT mock poll and conducting mock poll etc. He said that if the EVM gets damaged before 7 o’clock, then the action for replacement will be taken by the presiding officer after informing the Sector Magistrate.
The District Election Officer said that the training started at 9:00 am in the first shift. Therefore, all the trainees/personnel engaged in election duty arrived on time and registered their presence. Similarly, the training of the second shift started at 1:30 pm and the personnel coming for the said training also reached on time and registered their presence. A total of 3200 personnel assigned for the first shift and second shift, out of which a total of 1556 presiding officers in relation to 1600 presiding officers and a total of 1572 first polling officers in relation to 1600 first polling officers attended and received training. Thus, the total attendance of the presiding officer was 97.25 percent and the total attendance of the polling officer was 98.25 percent. Instructions have been given to take strict punitive action against the absent personnel under the Representation of the People Act.
It was told by the District Election Officer that taking training is mandatory for all the personnel and cannot be skipped under any circumstances. Strict instructions were also given to ensure that departmental action and action under relevant sections of the Representation of the People Act are taken against the presiding officers and the first polling officer who were absent during the training.
