UP Government Allocates ₹56.36 Crore for Teaching-Learning Materials in Primary Schools

Lucknow: The Uttar Pradesh government has allocated ₹56.36 crore under the Samagra Shiksha programme for 2026-27 to help teachers develop teaching-learning materials (TLM) for Classes 1 to 5 in all government-run basic education schools across the state.

The initiative, under Chief Minister Yogi Adityanath’s leadership, aims to make classrooms more interactive and activity-based, enabling children to learn through practical engagement alongside textbooks. The government intends to strengthen foundational learning and advance the objectives of the NIPUN Bharat Mission.

Schools have been directed to complete the procurement of required materials by October 15, 2026, while teachers must prepare class-wise and subject-wise teaching aids by October 31.

To encourage innovation, Nipun TLM Mela Utsav will be organised at block resource centres. Teachers will showcase materials developed for classroom use, and the best innovations will be presented as models for other schools in the block.

The proposed materials include NIPUN Lakshya posters, Hindi and mathematics charts, English and environmental studies charts for Classes 3 to 5, flashcards, abacuses, globes, maps, puppets, alphabet cards, clocks and assessment trackers. Children will also be encouraged to participate in making teaching aids to develop creativity and practical learning skills.

The government has instructed schools to use the funds exclusively for educational materials aligned with the curriculum, lesson plans and learning objectives. Spending on general stationery, cleaning supplies, decoration or personal-use items will not be permitted.

Head teachers, Block Education Officers, District Basic Education Officers, District Institutes of Education and Training (DIETs), and academic teams will monitor the preparation and classroom use of the materials. Progress will also be tracked through the Prerna Portal, Vidya Samiksha Kendra and supervisory mechanisms.

The government expects the initiative to make classrooms more engaging, improve foundational literacy and numeracy, and provide children with better learning opportunities across Uttar Pradesh.
