London: The United Kingdom is preparing to become the first country in the world to implement legislation that will make it illegal to use artificial intelligence (AI) to generate sexualized images of children. This unprecedented move comes in response to a disturbing rise in AI-driven child abuse content, with criminals increasingly utilizing technology to manipulate real images of minors for malicious purposes.
In a landmark decision announced on Saturday, the UK government revealed that under the new law, it will become illegal to develop, possess, or distribute AI systems capable of producing harmful and exploitative images of children. Those found guilty of these crimes could face up to five years in prison. Additionally, the legislation will criminalize the possession of “paedophile manuals,” which teach how to exploit AI to create or manipulate child abuse content. Individuals caught in possession of these materials could face up to three years behind bars.

Home Secretary Yvette Cooper expressed grave concerns over the alarming trend, referring to AI’s role in exacerbating child sexual exploitation as a “disturbing phenomenon.” She emphasized that AI is “putting this on steroids,” making it easier for perpetrators to groom and manipulate children. The Home Secretary highlighted the growing online threat, citing a study that showed 500,000 children in the UK experience some form of abuse each year, with an increasing number of these cases involving online platforms.

The legislation also targets website operators who distribute or facilitate the sharing of child sexual abuse content, with severe penalties of up to 10 years in prison for those found guilty of running such sites. This legislative initiative follows a sobering report from the Internet Watch Foundation (IWF), which revealed that in just 30 days in 2024, over 3,500 AI-generated images of child abuse were discovered on a single dark web site.
