Bareilly: A grand event titled “Nav Nirman ke 9 Varsh” (Nine Years of New Development) was organized at the Government Inter College auditorium in Bareilly to commemorate nine years of governance marked by development and sustained growth in Uttar Pradesh.
The event witnessed the presence of several prominent dignitaries, including State Animal Husbandry and Dairy Development Minister Dharmapal Singh, Mayor Dr. Umesh Gautam, MP Chhatrapal Singh Gangwar, District Panchayat Chairperson Rashmi Patel, and MLCs Kunwar Maharaj Singh and Bahoran Lal Maurya, along with MLAs and senior administrative officials.
Leadership and Development at the Core
Addressing the gathering, Minister Dharmapal Singh described the current phase as a “golden era of politics,” crediting Prime Minister Narendra Modi and Chief Minister Yogi Adityanath for steering the state towards rapid growth. He highlighted that the government’s twin priorities—security and development—have transformed Uttar Pradesh into a model state.
He noted significant economic growth, stating that the state’s GDP has surged dramatically and is now moving towards the ambitious $1 trillion economy goal. Infrastructure development has also seen remarkable expansion, with the number of expressways increasing from just two in 2017 to 22 at present. He also cited improved connectivity, power availability, and law and order as key drivers attracting investment.
Local Development and National Progress
MP Chhatrapal Singh Gangwar emphasized that both state and central governments have completed significant milestones, with visible development across the country. Highlighting local progress, he mentioned the modernization of Bareilly’s railway stations and the introduction of high-speed train services, which have enhanced connectivity and economic opportunities.
Mayor Dr. Umesh Gautam underscored improvements in women’s safety and employment opportunities, stating that the past nine years have empowered women to step out confidently and pursue careers. He added that Bareilly has witnessed the arrival of major development projects, generating employment and boosting the local economy.
District Panchayat Chairperson Rashmi Patel highlighted governance pillars such as rule of law, transparency, and last-mile delivery of benefits, stating that Uttar Pradesh has transitioned from promises to performance-driven governance.

Welfare Distribution and Cultural Showcase
During the event, several beneficiaries were provided with government scheme benefits:
- Ayushman Bharat cards were distributed to eligible recipients.
- Toolkits were given under the Vishwakarma Shram Samman Yojana.
- Financial assistance was provided to women under the National Rural Livelihood Mission.
- Keys and equipment were handed over under agricultural mechanization schemes.
- Certificates were awarded under the Swachh Bharat Mission.
- Housing approval letters were distributed under PM Awas Yojana (Urban) 2.0.
- Beneficiaries of the PM Surya Ghar scheme were also felicitated.
The program also featured vibrant cultural performances, including Nari Shakti themes, peacock dance, and Radha-Krishna presentations, performed by registered cultural groups of the Information and Public Relations Department.
Exhibition of Government Initiatives
Various departments—including agriculture, health, animal husbandry, rural development, industry, and public works—set up informative stalls showcasing their schemes and achievements. Public representatives and officials visited these stalls to review ongoing initiatives and interact with beneficiaries.
District Magistrate Avinash Singh, in his concluding remarks, stated that Uttar Pradesh has emerged as a leading state in implementing central government schemes effectively, transforming from an “Uttam Pradesh” to an “Utsav Pradesh.”
The event concluded with a vote of thanks and reaffirmed the government’s commitment to inclusive growth, transparent governance, and continued development across the state.
