Bareilly: A divisional review meeting was convened under the chairmanship of Divisional Commissioner Bhupendra S. Chaudhary at the auditorium of Vikas Bhawan to assess the progress of various government schemes and departmental performances across the Bareilly division.
During the review of the Chief Minister’s Dashboard, all districts were directed to maintain their rankings to ensure the division’s overall standing remains unaffected. Bareilly district, which received the highest number of ‘D’ gradings on several CM Dashboard indicators, was instructed to undertake immediate corrective measures.
Reviewing the Agriculture Department, the Joint Director of Agriculture informed that the digital crop survey has been completed 100 percent. Under the Farmer Registry initiative, districts were directed to remain above the state average. Under the PM Kusum Yojana, Bareilly has achieved full completion, while Badaun (454 of 460), Pilibhit (572 of 577), and Shahjahanpur (1,118 of 1,126) were instructed to achieve 100 percent completion by February 28.
In the Medical and Health Department review, expenditure under various schemes was examined in detail, and District Magistrates were directed to conduct corresponding performance reviews in District Health Committee meetings. Infrastructure inspections of Community Health Centres (CHCs) revealed certain deficiencies and pending fire safety clearances in 14 CHCs of Bareilly, 16 in Badaun, 8 in Pilibhit, and 25 in Shahjahanpur. Officials were directed to address the shortcomings promptly.
The Commissioner also sought details of doctors absent from duty for prolonged periods. It was reported that 20 doctors in Bareilly, 9 in Badaun, 9 in Pilibhit, and 5 in Shahjahanpur have been absent for extended durations. Directions were issued to contact them and publish notices in newspapers if necessary. Continued absence would result in termination proceedings to enable reporting of vacancies to the state government.
The meeting also reviewed fee reimbursement and pre- and post-matric scholarship schemes, with confirmation that district-level data has been forwarded. Under the Child Development and Nutrition Department, vacant posts, SAM-MAM cases, and quality monitoring of supplementary nutrition were discussed, with instructions for regular quality checks.
Under the Industry Department, schemes including ODOP, the Chief Minister’s Youth Employment Scheme, and the Prime Minister’s Shram Samman Yojana were reviewed. Bareilly and Shahjahanpur ranked among the top ten in the Youth Employment Scheme, while other districts were directed to accelerate progress.

Revenue matters, excise inspections, stamp and registration scrutiny of sale deeds, transport revenue recovery, electricity dues under the Samadhan Scheme, and municipal revenue issues were also examined. Long-pending revenue cases—particularly those pending for over five years—were ordered to be disposed of on priority. Reviews were also conducted on real-time Khatauni, consolidation, e-office implementation, and RERA recovery.
In the IGRS review, ‘C’ grading was noted in three areas related to excise and stamp and registration departments. Joint action by the Pollution Control Board, Municipal Corporation, and BDA was directed to resolve pollution-related complaints.
The Commissioner instructed all officers to remain present in their offices during public grievance hearings between 10 am and 12 noon and ensure courteous behavior. It was also noted that complainants were not being provided copies of disposal reports, and strict directions were issued to ensure copies are handed over in every case.
The meeting was attended by District Magistrate Bareilly Avinash Singh, District Magistrate Badaun Avneesh Rai, District Magistrate Shahjahanpur Dharmendra Pratap Singh, Chief Development Officers of Bareilly, Pilibhit, and Shahjahanpur, Chief Medical Officers, and other divisional-level officials.
