Lucknow — The Uttar Pradesh government will organize a state-wide painting competition from September 17 to October 2, 2025, as part of “Sewa Pakhwada-2025.” The competition, focused on the comprehensive concept of a “Developed India,” will be held in all districts. Tourism and Culture Minister Shri Jaiveer Singh made the announcement today during a review meeting of the Culture Department.
Minister Singh, who expressed displeasure over the low utilization of the department’s allocated budget, instructed officials to expedite work on departmental schemes to ensure timely use of funds. He emphasized that the “Sewa Pakhwada” will be a grand event celebrating the vision of transforming India into a fully developed nation by 2047.
The painting competition aims to creatively showcase the concepts of ‘Developed India,’ ‘Self-Reliant India,’ and ‘Digital India.’ To ensure maximum participation, the competition will be organized at the district level across three categories:

- Junior Category: Class 9-12 students
- Senior Category: Undergraduate and postgraduate students
- General Category: Open to art lovers of all ages
Minister Singh directed that all district-level competitions must be completed between September 17 and September 30. A selection committee, led by the District School Inspector, will choose the top three paintings from each category. The winners will be awarded prizes and certificates. The first, second, and third-place winners will receive Rs 51,000, Rs 21,000, and Rs 11,000, respectively. The total prize money of Rs 2,49,000 per district will be provided by the Culture Department.
Additionally, an exhibition based on the themes of ‘Developed India,’ ‘Self-Reliant India,’ and ‘Digital India’ will be organized by the Information and Public Relations Department at GPO Park in Lucknow. Necessary instructions for the successful organization of the event have been issued to all District Magistrates and Divisional Commissioners.
