Lucknow: A significant event was held at the Government Industrial Training Institute (ITI), Aliganj, Lucknow, where a state-of-the-art Tata Technologies Limited (TTL) Lab has been established. On this occasion, Minister of State (Independent Charge) for Vocational Education, Skill Development, and Entrepreneurship, Kapil Dev Agarwal, was present as a key dignitary. During the event, a Memorandum of Understanding (MoU) was signed between Tata Technologies Limited and the Government of Uttar Pradesh for the upgradation of 62 government ITIs under Phase-2.
In his address, Minister Agarwal emphasized that 149 ITIs have already been upgraded under Phase-1, where training is being conducted smoothly. Now, under Phase-2, the establishment of modern labs in 62 more ITIs will provide youth with advanced technical education opportunities. He highlighted that the initiative will not only provide employment-oriented training but also offer placement opportunities with Tata Technologies and other companies. “Our aim is to ensure that trainees become job providers, not just job seekers,” the Minister said.
Massive Investment in ITI Modernization
In Phase-1, an MoU for the modernization of 150 ITIs was signed on February 26, 2023, in the presence of Chief Minister Yogi Adityanath. An investment of ₹4887 crore was made at a cost of ₹32.58 crore per institute, with the state government contributing ₹713 crore. In 2024, 11,407 students enrolled across 149 institutions, which had a combined intake capacity of 13,808. Training began in three selected long-term trades out of eleven available.
Under Phase-2, the target is to train approximately 10,000 trainees annually through the upgraded 62 ITIs and 5 Centres for Innovation, Invention, Incubation and Training (CIIIT). Training will be provided in modern trades like electric vehicles, advanced CNC machining, 3D printing, and industrial robotics. Tata Technologies will deploy two trainers per institute for the first two years and one master trainer for the third and fourth years.
Investment Details of Phase-2
For each of the 62 ITIs, an investment of ₹34.54 crore has been earmarked, totaling ₹2141.82 crore. The state government’s contribution is ₹264.72 crore (12.36%), with an additional ₹47.65 crore in GST, making the total government expenditure ₹312.37 crore. Additionally, 5 CIIITs will be upgraded at a cost of ₹226.52 crore per center, totaling ₹1132.62 crore. Here, the state will contribute ₹158.56 crore, with GST at ₹26.54 crore, making the total state expenditure ₹187.10 crore.
Officials and Company Executives Speak
Principal Secretary, Dr. Hari Om, noted that the training is designed to empower Uttar Pradesh’s youth to showcase their skills across India and globally. Special Secretary Abhishek Singh added that efforts are being intensified under the Skill Development Mission to provide training and employment opportunities.
From Tata Technologies, Vice President & Global Head Sushil Kumar and Vice President Pushpraj shared that the company is progressing rapidly in the electronics sector, particularly in semiconductor manufacturing, which will create new employment avenues. They mentioned that labs have already been set up in 149 ITIs under Phase-1 and are now being expanded to 62 more ITIs under Phase-2, offering training in 7 long-term and 15 short-term trades. In CIIITs, 8 trainers will be appointed for five years.

The event was attended by Finance Controller Nand Kishore Dhar Dwivedi, Additional Director Man Pal Singh, Director (Technical) D.K. Singh, Joint Director R.R.
