Lucknow: Now there will be a university in every district of Uttar Pradesh. Chief Minister Yogi Adityanath has given instructions to prepare a new policy to encourage private investment in the higher education sector of the state.
CM Yogi gave guidelines in an important meeting held in this regard on Tuesday. In the last seven years, the concept of one division-one university has been fulfilled in the state due to continuous efforts. Universities have been established in all 18 divisions, while construction work is going on in many divisions. CM Yogi said that after the divisions, now our target should be one district-one university.
UP holds a special place in higher education
The Chief Minister said that at present there is availability of university in 35 districts. At the same time, the private sector can become a big partner for universities in the remaining districts. Private sector financing should be encouraged in higher education. It can play a complementary role in fulfilling our objectives.
He said that in view of the increasing demand for higher education in the state, private investment can be helpful in government efforts to increase access to higher education. This will increase the number of institutions, courses and seats available for students. At the same time, it will also help in efforts to increase the quality of education and research.
CM Yogi said that as the youngest state in the country, UP holds a special place in higher education. Uttar Pradesh, which has an average age of 21 years, will increase to 26 years by 2030 and will contribute 16.5% to India’s youth population. At present, Uttar Pradesh’s Gross Enrollment Rate (GER) is 25.6%, which is required to be increased to 50% by 2035 according to the National Education Policy (NEP). Private investment promotion policy can fill this gap.
He said that private investment in higher education is an essential need of the present time. Study the related policies of other states. Communicate with stakeholders and prepare and present the Higher Education Promotion Policy as soon as possible. In the new policy, give due place to incentives like stamp duty exemption, capital subsidy etc. to investors. The new policy should have a provision for additional incentives for setting up universities in aspirational districts. Give priority to this. Similarly, keep special incentive provisions on the proposal of campuses of world’s top ranked universities.
