Chief Secretary Directs Expedited Resolution of Women and Child Welfare, PM-Kisan, and Panchayati Raj Projects

Lucknow | Uttar Pradesh Chief Secretary S.P. Goyal held a video conference with all divisional commissioners and district magistrates to review the progress of key government schemes, including the Rani Laxmibai Women and Child Welfare Fund, PM-Kisan Samman Nidhi Yojana, and Panchayati Raj projects. He issued strict directives for swift resolution and timely implementation of all pending cases.

During the meeting, the Chief Secretary instructed officials to ensure the expeditious disposal of pending cases related to the Rani Laxmibai Women and Child Welfare Fund by November 20, 2025. He directed all district magistrates to conduct weekly reviews of the cases and warned that any deliberate delay would invite strict action against the responsible officers or employees.

On the PM-Kisan Samman Nidhi Yojana, Goyal emphasized that the next installment will be released only to those farmers who have registered under the Farmer Registry. He asked district administrations to prioritize farmer registration and organize awareness camps at the village level to ensure that no eligible farmer is deprived of the scheme’s benefits due to lack of registration.

Reviewing Panchayati Raj Department projects, he directed officials to expedite land selection for cremation sites, Panchayat Utsav Bhawans, and plastic waste management units in districts where the process is still pending. He also instructed that work orders for hardware, furniture, and books for the upcoming digital libraries be issued without delay.

Highlighting the Integrated Manufacturing and Logistics Cluster (IMLC) Project, the Chief Secretary called for faster land acquisition and directed that 100% acquisition be completed at the earliest. It was reported that 81.35% of the proposed 5,143.85 hectares has already been acquired.

Officials further informed that in the first phase, digital libraries will be established in about 11,000 gram panchayats, promoting digital literacy and modern education in rural areas. Under the cremation site construction plan for the fiscal year 2025–26, a target of 1,000 sites has been set, with work already started at 213 locations.

The meeting was attended by Additional Chief Secretary (Women Welfare) Leena Johri, Principal Secretary (Panchayati Raj) Anil Kumar, Principal Secretary (Agriculture) Ravindra, Director (Panchayati Raj) Amit Kumar Singh, and UPEDA Additional CEO Shashank Chaudhary, among other senior officials.

Chief Secretary Goyal concluded by reiterating the government’s commitment to efficiency, accountability, and timely delivery of all welfare and infrastructure projects across Uttar Pradesh.
