Lucknow: Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya has directed the senior officials of the Rural Development Department to ensure that the budget of the Rural Development Department is utilized properly in time. The expenditure should be increased further as compared to the allocation.
It should be reviewed and monitored continuously. Regular inspections should be done to check the ground reality of development works and effective action should be ensured on the basis of the report received. Said that development works should be clearly visible on the ground.
He has directed that effective action should be taken to fill all the vacant posts in the Rural Development Department. He gave clear instructions that the rules of reservation in recruitment in the department should be followed strictly.
A list of all posts should be made available. The Deputy Chief Minister said that the requisitions for the posts for which the requisition is yet to be sent should also be sent immediately. If any formalities are yet to be completed in this or there is any obstacle somewhere, then the concerned officers should coordinate among themselves and ensure the solution.
Consolidated information of the requisitions that have been sent should be made available to them. Shri Keshav Prasad Maurya was reviewing the departmental works in a high level meeting held at his camp office 7- Kalidas Marg on Tuesday.
The Deputy Chief Minister directed that an effective and solid strategy should be made for organizing Chaupals to be held at a large level. He said that the seriousness of the Chaupals should be maintained. The Chaupals should be given a grand look. He said that social audit and financial literacy programs should be aligned with the village Chaupal. He said that there should be no corruption at any level in the department. Effective steps should be taken for this. The Rural Development Department has to be kept number one in the implementation of its schemes from every point of view. The clean and transparent image of the department should be maintained.
He said that a proposal should be sent to the Government of India to connect as many settlements as possible to PMGSY roads and all the roads of this scheme should be built on FDR technology only. Giving details of the amount of about 2500 crores saved in the roads constructed using FDR technology, action should be taken to send a proposal for allocation of additional funds for UP in relation to that. Said that the roads should be built as per the prescribed standards and should be of good quality. Efforts should be made to get as much work done by the Rural Engineering Department by coordinating with other departments. Said that a workshop should be organized for the contractors working on FDR technology. The construction work should be of good quality. The roads should be inspected regularly.
Instructed that action should be taken to connect THR plants with solar energy and get them grants. A list of all the places where solar energy has been connected should be made available. Effective steps should be taken for packaging, quality and marketing of the products of the groups and payment of the material supplied by the groups should be made on time. Said that the production and supply system of THR plants should be further improved and production should be increased.
Where there is no BMM, a plan should be prepared to start the process of taking work from ADO ISB. He said that Uttar Pradesh is continuously moving towards the target of making 30 lakh Lakhpati Didis. In this work, the work of feeding on the livelihood register should be expedited. Effective efforts should be made to connect the Didis of the groups with the schemes of different departments.
He instructed that sufficient space should be reserved in advance for all the districts for the promotion and sale of the products of the Didis of the groups in Maha Kumbh and at least two Saras Melas should be organized in Kumbh. Every possible effort should be made for women empowerment.
He said that effective efforts should be made to increase the quality of the products of the groups, to provide a proper platform for their sale and efforts should also be made for certification of the products of the groups. He said that the progress report of the departmental works should be made available on time, responsibility should be fixed for this.
He instructed that work should be done to decentralize the activities and activities of the department. Arrangements should be made to provide training in rural development institutions according to their capacity. Said that a portal should be made for updating the information of SIRD training and arrangements should be made to take biometric attendance of those taking training.
A solid arrangement should be made for the disposal of IGRS cases received in the department and resolution of other complaints and continuous monitoring should be done. The Deputy Chief Minister directed that the achievements of the Rural Development Department should be publicized. Said that the social media platform of the department should be strengthened further. All good works, activities, audio, video, photographs should be uploaded continuously on time. Special focus should be given on better management of social media. He emphasized that promptness should be exercised in employing the dependents of the deceased and in the disposal of pension cases, no one’s dues should remain pending, action should be taken as per rules for this.
