Call to Amend Creamy Layer Income Limit and Certificates

Lucknow: The monthly meeting of the Uttar Pradesh Backward Classes State Commission concluded with significant deliberations on the upliftment and development of Other Backward Classes (OBC) in the state. The meeting, held on 28 November 2024 in Lucknow, was chaired by Rajesh Verma, Chairman of the Commission, and attended by Vice Chairman Sohan Lal Shrimali, other members, and Secretary Manoj Kumar Sagar.

Key Decisions and Discussions:

1. Proposals for New Boards and Commissions:

  • Kesh Kala Board: A proposal by Manoj Kataria highlighted the need to preserve and support the traditional hair art business in Uttar Pradesh. The Commission unanimously approved the proposal and decided to recommend its formation to the government.
  • Swarna Kala Aayog: To protect and promote the ancient craft of gold and silver jewelry-making by the goldsmith community, Sanjeev Kumar proposed the formation of this commission. The proposal was approved, and a recommendation will be sent to the government.

2. Reservation in Government Construction Works:

  • The Commission emphasized the need for 27% reservation for OBCs in government construction projects across all departments. A formal recommendation to implement this system will be sent to the state government.

3. Support for Elderly OBC Members:

  • A proposal to construct old age homes for the elderly from backward classes under the Central Sector Scheme was approved to enhance their living standards.

4. Caste Inclusion and Classification:

  • Khangar Caste: While a prior recommendation for the inclusion of the Khangar caste in the OBC list has already been sent, the Commission decided to send a reminder to the government.
  • Gorkha Community: Further information will be gathered from districts, and a committee will be formed to conduct a detailed survey before considering their inclusion in the OBC list.

5. Amendments and Future Proposals:

  • Creamy Layer Limit: The proposal to increase the income limit for the creamy layer will be reviewed in the next meeting.
  • Non-Creamy Layer Certificate: Amendments to this certificate were discussed, and a detailed proposal will be presented to the Chairman.

6. Representation in Police Administration:

  • Ensuring compliance with the reservation system for police station in-charges was discussed as a critical step for adequate representation of OBCs. A recommendation on this matter will also be sent to the government.

The Commission’s efforts signify a proactive approach towards addressing the developmental and representational challenges faced by backward communities in Uttar Pradesh. The decisions made during the meeting reflect a comprehensive strategy for their socio-economic empowerment.
