Lucknow: A significant meeting at the Zonal level was held on December 14, 2024, under the chairmanship of the Mayor. The meeting reviewed the action taken on the instructions provided in the previous review meeting held on July 20, 2024. Key discussions and directives were issued, focusing on revenue recovery, property tax assessments, and the handling of encroachment issues across the zone.
Key Highlights from the Meeting:
- Revenue Recovery and Defaulters: The review of revenue recovery was a critical point of discussion. The notice on major defaulters and pending attachment cases was inquired about. The official provided a detailed update, revealing that a list of 100 major defaulters had been prepared, and final notices were issued to over 1,800 big defaulters. These details were presented digitally. The total recovery for the year stood at ₹30.27 crores, and an additional ₹1.17 crore was recovered after reassessing two properties. The revision of tax has contributed ₹13.80 crores, and directives were given to increase the recovery target to ₹25 crores.
- Property Tax Revision: The Revenue Officer reported the inclusion of 313 riverside properties under the tax department’s purview. Further, they instructed the Tax Superintendent to ensure no properties are excluded from tax assessment, particularly from the list of 224 apartments in the zone. Strict action was recommended for any irregularities detected during the tax assessments.
- Ram Krishna Mission Recovery: Specific instructions were provided to summon the Chief Tax Assessment Officer regarding the receipt and recovery action associated with the Ram Krishna Mission. Immediate action was emphasized to expedite recovery processes.
- Proposed Vending Zones: The meeting addressed the proposed vending zones, with the official receiving instructions to collaborate with all councilors and finalize the establishment of vending zones within a week. The activation of Health ATM and Pink Toilets was also discussed, with a directive to complete it within a similar timeframe.
- Parking Surveys and Notices: The Mayor issued instructions for a ward-level parking survey, stressing the importance of efficient space management. Additionally, it was mandated that the Tax Superintendent’s number be included on all notices issued for revenue assessment and recovery.
- Encroachment and Road Barrage Removal: Dissatisfaction was expressed over the handling of encroachments, with a stern directive to take strict action against shopkeepers and other encroachers conducting unauthorized activities on the roads. Encroachments, such as generators and other obstructions in areas , were highlighted, with orders for their removal. SHO Hazratganj and kaiserbagh were previously instructed to address similar issues.
- Property Officer and Encroachment Removal in Lalkuan: The Mayor mandated the Property Officer’s presence in all future review meetings. Additionally, Tehsildar Arvind Pandey was instructed to remove encroachments from Janana Park and submit a detailed report on the Hindu-Muslim Ekta Primary School and the country liquor building under the Lalkuan bridge, currently managed by the Lucknow Development Authority.
- Lucknow Swachhata Abhiyan: A directive was issued to provide a list of vehicles, drivers, and helpers assigned to each ward as part of the Lucknow Swachhata Abhiyan (RSA) to ensure efficient waste management and cleanliness operations.
- Engineering Department Directives: The Engineering Department was instructed to install plaques identifying ongoing and upcoming works under the 18th Finance Commission’s provisions. A comprehensive list of these works was also requested.
This meeting underscored the administration’s commitment to improving tax recovery, addressing encroachment issues, and enhancing civic amenities, aiming for swift implementation of the instructions issued.
