Lucknow: The Yogi Adityanath-led Uttar Pradesh government has made the welfare of backward communities a central pillar of its development strategy—not merely an electoral talking point. Over the past several years, the government has launched and implemented targeted initiatives with clarity, consistency, and commitment, significantly improving the lives of marginalized sections of society. Education, technical training, and free hostel accommodations for underprivileged students are among the major areas where the state has made visible progress.
Record Budget for Scholarships and Fee Reimbursement
The Department of Backward Class Welfare has significantly expanded its scholarship and fee reimbursement program. In the financial year 2024–25, a record ₹2,475 crore has been allocated under this scheme, benefiting nearly 30 lakh (3 million) students. This marks the largest scholarship distribution to date, reflecting the government’s strong commitment to empowering backward-class students through higher education.

Under this scheme, students studying up to class 10 receive ₹2,250 annually, while those pursuing post-secondary education are granted scholarships ranging from ₹10,000 to ₹50,000, depending on the course. The funds are transferred directly to students’ bank accounts through a transparent, corruption-free mechanism.
Expanding Computer Training for OBC Youth
Chief Minister Yogi Adityanath has emphasized the need for equipping youth not just with traditional education but also with digital and technical skills vital for modern employment. In alignment with this vision, the state government launched a wide-scale computer training program for educated but unemployed youth from backward classes.

In FY 2023–24, around 23,697 OBC students received training in foundational digital skills such as the ‘CCC’ (Course on Computer Concepts) and ‘O-Level’ courses through a budget of ₹22.52 crore. In the previous year, ₹32.92 crore was spent to train 29,769 students. These programs have enhanced employability in both the private and public sectors. The government is also planning to include more advanced courses—such as those related to Artificial Intelligence (AI)—to align OBC youth with emerging job markets.
Free Hostel Facilities for Rural Students
To support students from remote and rural backgrounds, the Yogi government has initiated a hostel construction and maintenance scheme. An allocation of ₹2 crore has been made for the upkeep of 105 hostels across the state. These hostels provide free lodging for students, ensuring that economic constraints do not hinder their educational journey.

This facility not only offers students a secure and supportive environment but also helps them focus on their studies without the burden of accommodation costs. It plays a key role in building their confidence and promoting self-reliance.
Empowering OBC Youth: Technically Skilled and Self-Reliant
Chief Minister Yogi Adityanath believes that education combined with technological empowerment can enable backward-class youth to lead transformative change in society and actively contribute to the state’s progress. This belief is reflected in the government’s consistent focus on backward class welfare as a top priority.
The results speak for themselves—lakhs of OBC students across Uttar Pradesh are not only becoming educated but are also gaining the technical skills and confidence needed to become self-reliant contributors to the economy.
Minister Narendra Kashyap Highlights Grassroots Impact
Narendra Kashyap, Minister of State for Backward Class Welfare and Divyangjan Empowerment (Independent Charge), stated that under CM Yogi’s clear policy direction and strong political will, backward communities in Uttar Pradesh are now living with dignity and moving forward in all spheres of life.
“Schemes like scholarships, technical training, and hostel accommodation are not just on paper—they are changing lives on the ground. This is the success of the ‘Yogi Model’—real benefits reaching real people,” said Kashyap. He added that in the near future, the department will introduce new technology-based courses and make the scholarship process even more streamlined and efficient.
