UP Transport Commissioner Presents Vision for Safer, Smarter Mobility at LMA Seminar

Lucknow — The Lucknow Management Association (LMA) hosted a high-impact seminar titled “Towards Zero Fatalities: Transforming Road Safety and Urban Traffic Management”, bringing together key stakeholders from government, civil society, and the medical and legal sectors to review reforms and chart future directions in transport and traffic management.

The seminar followed LMA’s earlier panel discussion and civil society interaction held on 6 May 2025, which had generated actionable recommendations for improving road safety and urban mobility in Uttar Pradesh.

A Distinguished Panel

The seminar featured Transport Commissioner Brijesh Narain Singh, Rajesh Pandey (IPS, Retd), Nodal Officer, UP Expressway Industrial Development Authority, Babloo Kumar (IPS), Joint Commissioner of Police (Law & Order), Lucknow, Justice Rang Nath Pandey, Retired Judge, and Dr. Prateek Singh, ICU In-Charge, Apex Trauma Centre, KGMU. The discussion was moderated by Dr. Anup Chandra Pandey, Former Chief Secretary, Government of Uttar Pradesh, and Past President, LMA.

Vision for Safer Mobility

Presenting the Transport Department’s roadmap, the Transport Commissioner outlined structural and procedural reforms undertaken since January 2025, anchored in technology, data, and modern management practices.
“Our approach is simple—zero tolerance on risk, zero friction for citizens. By fusing faceless digital services, data analytics, and targeted enforcement, we are reimagining road safety and transport systems to enhance quality of life across the state,” he emphasized.

Citizen-first Digital Services

Singh highlighted that 45 faceless transport services are now available through 1.5 lakh CSCs and Jan Suvidha Kendras. Initiatives such as the faceless Learning Licence, Smart Card RC rollout, WhatsApp chatbot, and the proposal for a universal helpline “151” are simplifying citizen access. Over 90% of fees are now collected online through UPI, internet banking, and SBI POS systems.

Data, AI and Analytics

A ₹10 crore allocation has been made for an AI-based IT hub to drive data-driven decision-making. Pilots with ITI and M Logica are underway for hotspot detection, risk-based enforcement, and real-time analytics. WhatsApp payment reminders for pending challans and API integration for chatbot services are also in progress.

Road Safety and Emergency Care

The Golden Hour platform now integrates government and private ambulances, while the Cashless Treatment Scheme and Rahveer rewards for Good Samaritans further strengthen emergency response. An MoU with IIT Kharagpur has been signed for crash analytics and safe corridor design.

Enforcement Modernisation

The “No Helmet, No Fuel” rule has been implemented statewide. Seventy new interceptors, ANPR rollout in NCR districts, and compliance measures such as VLTD tracking for commercial vehicles have been introduced. Targeted drives against illegal e-rickshaws, cross-border permit frauds, and PUC malpractice are ongoing.

Green Mobility and Governance

The Commissioner reported significant progress in green mobility, with simplified EV registrations leading to 67,301 EVs registered between April and June 2025, amounting to ₹255.50 crore in tax rebates. From 1 November 2025, only BS-6 and EV goods vehicles will be permitted in NCR. Revenue has also grown, with collections of ₹2,913.78 crore in April–June 2025, reflecting a 10.39% year-on-year increase. Capacity-building measures include new IDTRs, RDTCs, and institutional upgrades.

Innovation on Highways

Panelist Rajesh Pandey shared that the Expressway Development Authority is piloting AI systems to detect driver drowsiness and prevent fatigue-related accidents, a step towards harnessing technology for safer highways.
