UP RERA Secures ₹2,040 Crore Payment to Homebuyers, Resolves Properties Worth ₹5,920 Crore in 11,300 Cases

Lucknow / Gautam Buddh Nagar: The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has achieved a major milestone in safeguarding the interests of homebuyers, ensuring payments of ₹2,040 crore to allottees and resolving disputes related to properties worth ₹5,920 crore across 11,300 cases up to the year 2025.

UP RERA has combined strict legal action with dialogue-based resolution mechanisms to address long-pending grievances of homebuyers, including refund of money, possession with registry, and interest on delayed possession.

₹2,040 Crore Paid Through Recovery Proceedings

A large number of complaints under Section 31 of the RERA Act were filed before UP RERA benches, primarily relating to refunds, possession with registration, and interest for delayed possession. After hearings, the authority passed orders in favour of allottees and issued Recovery Certificates (RCs) against defaulting promoters.

Based on these RCs, district administrations recovered dues from promoters. In 6,018 recovery certificates, an amount of ₹1,505 crore was recovered through statutory proceedings and transferred directly to the bank accounts of allottees via electronic mode.

In addition, ₹535 crore was paid to allottees in 1,734 cases where promoters settled dues through mutual agreements after RCs were issued but before coercive recovery. In total, payments of ₹2,040 crore were ensured in 7,752 cases through recovery action and post-RC settlements.

Property Disputes Resolved Through Mutual Settlements

Alongside enforcement action, UP RERA has emphasised amicable settlement and conciliation to ensure quick, simple, and lasting resolution of disputes related to refunds, possession, and other grievances. During hearings, many cases were resolved through mutual consent between promoters and allottees.

In such matters, settlement deeds were uploaded on the RERA portal and formally recorded by the benches, leading to disposal of cases without prolonged litigation. Through this process, disputes related to 3,073 allottees involving properties worth ₹1,872 crore were successfully resolved.

Conciliation Forum Plays Key Role

The UP RERA Conciliation Forum has emerged as an effective platform for resolving disputes through dialogue. The forum facilitates discussions between allottees and promoters in the presence of representatives from allottee associations, promoter bodies, and neutral RERA conciliators.

Through this structured and transparent mechanism, disputes involving 1,617 allottees and properties worth ₹648 crore were resolved. These settlements helped both parties avoid lengthy and expensive legal proceedings, saving time and resources.

Voluntary Compliance of RERA Orders

In several cases, promoters voluntarily complied with RERA orders through settlements with allottees, eliminating the need for separate execution proceedings. Such voluntary agreements, uploaded on the RERA portal, led to resolution of 6,610 cases involving properties worth ₹3,400 crore.

Strong Enforcement with Balanced Approach

Through statutory recovery, conciliation forums, and mutual settlements, UP RERA has cumulatively resolved 11,300 cases involving properties worth ₹5,920 crore, demonstrating a balanced approach that combines strict enforcement with constructive dialogue.

Chairman’s Statement

UP RERA Chairman Sanjay Bhusreddy said the authority’s primary objective is to ensure timely justice to homebuyers and establish transparency and discipline in the real estate sector.

“UP RERA is fully committed to protecting the rights of allottees at every level. Wherever promoters delayed payments unjustifiably, recovery certificates were issued and dues were recovered and transferred directly to the allottees’ accounts. At the same time, wherever settlement was possible, disputes were resolved through dialogue and mutual consent,” he said.

He added that UP RERA’s approach aims not only at punitive action but also at speedy, amicable resolution, reducing unnecessary mental and financial stress for homebuyers.

The achievements underline UP RERA’s growing role as a robust regulator ensuring accountability, transparency, and effective grievance redressal in Uttar Pradesh’s real estate sector.
