UP RERA Recovers ₹251 Crore in Just 7 Months, Intensifies Action on Recovery Certificates

Lucknow/Gautam Buddh Nagar: The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has significantly stepped up its enforcement actions to secure payments owed to homebuyers. In a remarkable development, ₹251 crore has been recovered in the first seven months of 2025 alone through recovery certificates (RCs) issued against erring builders, showing a clear acceleration in recovery efforts.

Since August 2023, the pace of recovery has gained substantial momentum. Of the ₹1410 crore recovered in total across 5700 cases, a staggering ₹861 crore was collected in 3053 cases between August 2023 and July 15, 2025, accounting for 61% of all recoveries to date.

The yearly figures underline the upward trend:

  • ₹380 crore recovered in 2023
  • ₹463 crore in 2024
  • ₹251 crore recovered so far in 2025, surpassing the ₹244 crore recovered in the same period last year.

Collaborative and Legal Interventions

In addition to direct recoveries through District Magistrates, approximately 1650 recovery certificates have been settled through mutual agreements between promoters and allottees. UP RERA has also facilitated resolution of 8500 more cases worth an estimated ₹3320 crore through either enforcement actions or through its dedicated Conciliation Forums in Lucknow and Greater Noida, covering both refunds and property possession issues.

Cumulatively, claims amounting to ₹5180 crore from 15,850 complainants have been addressed through various channels—legal enforcement, mutual settlements, or conciliatory proceedings.

Stronger Monitoring and Accountability

UP RERA Chairman Sanjay Bhoosreddy attributed the improved recovery performance to regular monthly reviews with District Magistrates and pressure on defaulting promoters. He emphasized that before approving registration or extension of any real estate project, promoters must first adequately settle claims of homebuyers as per RERA orders.

Bhoosreddy also revealed that the Government of India has acknowledged UP RERA’s effective recovery model, and new strategies are being designed in consultation with district authorities to make enforcement even more impactful.

“Our aim is to ensure that every allottee receives the benefit of UP RERA’s orders. This recovery drive is not just about enforcement—it’s about restoring faith in the real estate ecosystem,” said Bhoosreddy.

With this proactive approach and increasing pace of resolution, UP RERA is emerging as a national model for real estate justice and buyer protection, offering hope and tangible results to thousands of aggrieved homebuyers across Uttar Pradesh.
