Lucknow: The Government of Uttar Pradesh has officially launched the Uttar Pradesh Bed & Breakfast (B&B) and Homestay Policy 2025, aimed at enhancing tourism infrastructure, improving service standards, and creating new avenues for income and employment across the state.
Recognized globally for its vibrant cultural heritage, Uttar Pradesh continues to attract millions of domestic and international tourists annually. However, due to the absence of a dedicated homestay and B&B policy until now, operational units in the state had to register on the Ministry of Tourism’s NIDHI+ portal (Government of India, New Delhi) to obtain pledges and certification.
To streamline the process and promote ease of doing business, the new Homestay and B&B Policy 2025 simplifies the operational framework for registered units, requiring them only to obtain No Objection Certificates (NOCs) from local bodies. The policy also introduces provisions for financial incentives and subsidies to encourage participation from small entrepreneurs and homeowners.

According to Mukesh Kumar Meshram, Principal Secretary, Tourism Department, the policy is expected to significantly boost the state’s tourism-driven economy, promote rural and heritage tourism, and provide visitors with an enriched cultural experience reflective of the real essence of Uttar Pradesh.
This initiative marks a major step towards sustainable and community-based tourism development in the state.
