Lucknow : In a landmark move set to transform the lives of lakhs of outsourced workers in Uttar Pradesh, Chief Minister Yogi Adityanath has approved the formation of the Uttar Pradesh Outsource Services Corporation (UPCOS). This corporation aims to ensure fair wages, social security, transparency, and dignity for outsourced personnel across the state.
Chairing a high-level meeting, the Chief Minister termed the decision as “historic” and reiterated the government’s commitment to protecting the rights and welfare of outsourced workers.
“UPCOS will not only instill transparency in administrative procedures but also ensure long-term stability, trust, and respect in the lives of our outsourced workforce,” CM Yogi said.
Key Features of the New System
- Timely Wages: All outsourced workers will receive their salaries directly in their bank accounts by the 5th of every month.
- Social Security Compliance: Timely and mandatory deposit of EPF and ESI contributions will be enforced.
- Transparent Selection: Outsourcing agencies will be selected via GeM (Government e-Marketplace) portal for a minimum period of three years.
- Regulatory Oversight: UPCOS will function as a regulatory body, empowered to monitor agency conduct, enforce penalties, and blacklist defaulters.
- Fair Appointments: All recruitments will ensure reservation for SC/ST, OBC, EWS, women, differently-abled persons, and ex-servicemen, with priority for divorced, destitute, and abandoned women.
End of Arbitrary Practices
CM Yogi addressed the prevailing issues in the current decentralized outsourcing model, such as:
- Salary delays and unjust deductions
- Non-compliance with EPF/ESI norms
- Lack of transparency and grievance redressal
- Exploitative practices by private agencies
To curb these issues, UPCOS will take over as the centralized authority overseeing outsourcing operations. A Board of Directors, chaired by the Chief Secretary, will govern the corporation, alongside a Director General to manage daily operations. Committees will also be formed at the division and district levels.
No Disruption for Existing Workers
Importantly, current outsourced personnel will retain their jobs, and their experience will be given weightage in the selection process under the new framework. The Chief Minister ensured that no services will be terminated arbitrarily—only upon proper departmental recommendations.

He also directed that no outsourcing should be used against regular posts, emphasizing the government’s intent to maintain structural integrity in public employment.
Dignity and Justice for Every Worker
“Our government is committed to ensuring the dignity, safety, and social justice of every worker,” said CM Yogi.
He added that the corporation will create a new chapter of accountability and administrative efficiency in Uttar Pradesh, benefiting both the state apparatus and its workforce.
With this initiative, lakhs of outsourced employees in Uttar Pradesh—from clerical staff to technical personnel—stand to gain financial stability, legal protection, and institutional respect.
The UPCOS model is expected to emerge as a benchmark for other states aiming to reform outsourcing systems and empower their workforce through transparency, regulation, and equity.
