Lucknow | Chief Minister Yogi Adityanath on Tuesday said that Uttar Pradesh has successfully transformed its image over the past nine years, emerging from policy paralysis to establish itself as an “Unlimited Potential State.” Addressing a press conference in the Assembly premises, the Chief Minister outlined the key achievements and priorities of the Uttar Pradesh Budget 2026–27, describing it as a reflection of the state’s renewed confidence, fiscal discipline, and growth-oriented vision.
The Chief Minister noted that the size of the state budget has more than tripled in the last nine years and now stands at over ₹9.12 lakh crore. He said the budget is built around the core themes of safe women, empowered youth, prosperous farmers, employment for every hand, and technology-driven development, positioning Uttar Pradesh as a leading growth engine of the Indian economy.
No New Taxes, Strong Fiscal Discipline
CM Yogi Adityanath highlighted that no new taxes have been imposed in Uttar Pradesh during the past nine years. He informed that over ₹43,565 crore has been earmarked for new schemes in the Budget, while more than ₹2 lakh crore has been allocated for capital expenditure, which will play a crucial role in asset creation, infrastructure development, economic strengthening, and job generation.
He pointed out that Uttar Pradesh has now become a revenue surplus state. State debt, which stood at over 30 percent of GSDP in 2017, has been reduced to around 27 percent over the past two to three years, with a target to bring it down further to 23 percent in the current financial year. As per RBI norms, state debt should remain within 30 percent of GSDP, and Uttar Pradesh is among the states adhering to FRBM limits through disciplined financial management.
“Without imposing new taxes, the state has achieved welfare expansion, infrastructure growth, and sectoral progress. Today, Uttar Pradesh stands among the top three economies of the country,” the Chief Minister said.
Focus on Jobs, MSMEs and Emerging Technologies
The Chief Minister stated that the unemployment rate in Uttar Pradesh has been reduced to 2.24 percent, compared to 17–19 percent before 2017. To further boost employment, the Budget proposes expanded support for MSMEs, startups, ODOP, and local enterprises, alongside new investment-driven initiatives.
Major announcements have been made in emerging technologies. CM Yogi Adityanath said a State Data Authority will be constituted to ensure real-time data availability, monitoring, and informed policymaking. The Budget also provides for the establishment of data centre clusters, an AI Mission for MedTech and DeepTech, and targeted skill development to create future-ready jobs for youth.
Women entrepreneurship will be promoted through Self-Help Groups, with plans to develop She-Mart marketing centres to support SHG-produced goods in rural and urban markets.
Ease of Doing Business and Investment Push
The Chief Minister said Uttar Pradesh has climbed from 13th–14th position in Ease of Doing Business rankings in 2017 to second place nationally, earning recognition as a Chief Achiever State. Provisions have been made to develop multiple Economic Zones, including City Economic Zones, SCR, Kashi–Mirzapur, Prayagraj–Chitrakoot, and Kanpur–Jhansi economic corridors.

He credited the improvement to better law and order and governance reforms, noting that the state has received investment proposals worth over ₹50 lakh crore. The revived MSME sector alone has generated employment for more than three crore youth.
Strong Push for Agriculture and Farmers
CM Yogi Adityanath said the Budget aims to make farmers active partners in development by shifting agriculture towards an income-based and value-addition model. Irrigation capacity has been expanded, with electrification of 16 lakh tube wells and plans to solarise over 23 lakh diesel-operated tube wells under the PM-KUSUM scheme.
Under this scheme, SC/ST, women, and marginal farmers will receive up to 90 percent subsidy, while other farmers will get 80 percent subsidy. The Budget also sets a target to create 2 lakh metric tonnes of additional foodgrain storage capacity, with special subsidies for warehouses and large storage facilities.
The Chief Minister announced enhanced support for pulses, oilseeds, sugarcane, fisheries, and livestock insurance. The Noida International Airport is being developed as an Agri Export Hub to boost global exports of UP’s agricultural and horticultural produce.
Infrastructure Expansion and Skill Development
Significant allocations have been made for infrastructure and connectivity. The Budget provides for expansion of the Ganga Expressway to Prayagraj, Mirzapur, Varanasi, Chandauli, Sonbhadra (Shaktinagar), and further to Meerut–Haridwar. The Purvanchal Link Expressway will also be extended up to Shaktinagar.
A major thrust has been given to skill development, with plans to establish large skill development centres in every district under a hub-and-spoke model. The proposed Sardar Vallabhbhai Patel Employment Zones will host large-scale skill clusters across 50–100 acres.
Additionally, the Budget promotes local branding through the One District One Cuisine scheme and encourages investment from Fortune 500 companies and FDI-led projects.
Summing up, Chief Minister Yogi Adityanath said the Budget 2026–27 lays a strong foundation for Developed India 2047, positioning Uttar Pradesh as a growth leader with unlimited potential driven by discipline, innovation, and inclusive development.
