The inaugural session featured keynote addresses by Dr. G.N. Singh, Advisor to the Chief Minister of Uttar Pradesh; Professor M.L. B Bhatt, Director of Kalyan Singh Cancer Institute; Neha Jain, Special Secretary, IT & Electronics; Ravi Ranjan, Managing Director, Uttar Pradesh Electronics Corporation; Professor Vineet Kansal, Director IT, Lucknow; Dr. Vishal Gandhi, CEO, BioX Ventures Pvt. Ltd.; Dr. Praveen Kumar Dwivedi, Additional Director STPI Lucknow; and Amit Verma, Additional Director.

Dr. Praveen Kumar Dwivedi highlighted STPI’s initiatives, including 68 centers nationwide, with 60 in Tier-2 and Tier-3 cities to promote balanced regional IT development and generate employment for local youth. He noted that STPI-registered IT units achieved software exports of ₹10.67 lakh crore in FY 2024-25, with Uttar Pradesh contributing ₹47,887 crore. Additionally, 24 Centers of Entrepreneurship have supported over 1,000 startups across various technology domains, with the Lucknow MedTech Center promoting HealthTech startups—currently 55 startups benefit from these facilities, with 17 patents filed.
The NGIS (Next Generation Incubation Scheme) program provides funding up to ₹25 lakh, mentorship, and investor connect opportunities, benefiting 686 startups, including 75 from Lucknow and Prayagraj. STPI has also developed a community platform, Sayuj, facilitating collaboration, events, and funding connections.

Neha Jain spoke on policy initiatives and steps taken by the IT department in the state. Dr. Vishal Gandhi highlighted HealthTech, Medielectronics, and Pharma sector opportunities in Uttar Pradesh. Professor Vineet Kansal emphasized collaboration among education, industry, and government to strengthen the startup ecosystem and encouraged youth to transition from job seekers to job creators. Professor M.L.B. Bhatt spoke on emerging technologies, AI in medicine, and responsible AI applications for startups, particularly in cancer care. Mr. Ravi Ranjan shared insights on the state’s startup, IT, and EMC policies, assuring the government’s commitment to fostering the IT ecosystem.
Dr. G.N. Singh, in his keynote, highlighted the role of startups and IT in achieving a ₹6 trillion economy for Uttar Pradesh by 2047 and congratulated STPI for organizing the event. Amit Verma delivered the vote of thanks.
The event also featured an Innovation Show, where startups presented their products to investors. The final session served as a pre-summit panel discussion for the upcoming February 2026 AI Impact Summit, focusing on “AI for Healthcare,” where experts shared insights on the transformative potential of artificial intelligence in the health sector.
