State Employees’ Council Congratulates CM on Nine Years in Office, Flags Pending Issues

Lucknow: The State Employees Joint Council has extended congratulations to Yogi Adityanath on the completion of nine years of his government in Uttar Pradesh, while also highlighting several pending issues concerning employees.

In a press statement, Council President J. N. Tiwari said that under the Chief Minister’s leadership, the state has witnessed significant progress across sectors including infrastructure development, investment and industry, agriculture and rural development, social welfare, healthcare, education, women’s empowerment, and cultural initiatives.

He noted that the government has also taken care of nearly 12 lakh state employees and around 16 lakh pensioners. During the COVID-19 crisis, when several states struggled to pay salaries, Uttar Pradesh ensured timely disbursement of wages and pensions, along with periodic payment of dearness allowance.

The Council highlighted key decisions taken over the past nine years, including the creation of over nine lakh government jobs, increased transparency in recruitment processes, and more than two lakh appointments in the police department. Measures such as improvements in service conditions for outsourcing and contractual workers, minimum honorarium provisions, extension of Seventh Pay Commission benefits to contractual staff, resolution of pay anomalies, and implementation of digital pension systems were also appreciated.

Senior office-bearers, including General Secretary Aruna Shukla, Senior Vice President Narayan Dubey, Acting President Niranjan Kumar Srivastava, Vice Presidents Triloki Nath Chaurasia and Preeti Pandey, and Treasurer Nitin Goswami, also conveyed their greetings to the Chief Minister.

However, the Council pointed out that several concerns remain unresolved. These include the absence of a minimum honorarium framework for ASHA workers, Anganwadi staff, chowkidars, Shiksha Mitras, and other honorarium-based employees. It also noted that no formal policy has been issued for the regularization of employees recruited after 2001 through due selection processes.

Additionally, decisions on pay discrepancies affecting multiple cadres—such as lab technicians, ECG technicians, malaria and filaria inspectors, consolidation officers, and marketing inspectors—are still pending before the Chief Secretary’s committee.

Tiwari expressed concern over the lack of dialogue between employees and the administration, stating that communication channels at the level of the Chief Secretary and Principal Secretary (Personnel) have weakened, leading to growing dissatisfaction among staff.

While congratulating the Chief Minister, the Council urged the government to address pending demands, including cadre reviews in key departments like food and civil supplies, irrigation, and health services, and the formulation of regularization policies for ad hoc, casual, daily wage, and contractual workers.

Emphasizing the role of state employees in building a stronger Uttar Pradesh, Tiwari appealed for timely resolution of their issues, particularly in view of the upcoming electoral cycle, warning that prolonged neglect could lead to frustration among the workforce.
